El Paso Water Utilities - Public Service Board is seeking proposals for on-call construction services to repair and restore street rights-of-way throughout El Paso. - Government Buyer: - City of El Paso Water Utilities Public Service Board (EPWater) - Purchasing and Contracts Department - Scope of Work: - On-call, unit price construction services for approximately 1,100 project sites - Major activities include: - Trench patching with cement-stabilized backfill (various sizes) - Asphalt and concrete pavement removal and replacement - Hot mix asphaltic concrete (HMAC) overlays (1/2-inch, 1-inch, 2-inch) - Sub-grade preparation and compaction - Installation of reinforced concrete pavement (9-inch, 12-inch, 1-inch) - Sidewalk, parkway, curb, gutter, and driveway removal and replacement - Wheelchair ramp/curb replacement (ADA/TDLR compliant) - Meter box replacement - Steel plate rental, delivery, and after-hours service - Roadway striping and reflectorized pavement markings (Type I & II) - Asphalt resurfacing projects (milling and 2-inch HMAC installation) - Owner's allowance for unanticipated work - Products/Services Requested (selected quantities): - 40,000 SQ. YD. asphalt pavement removal (1-6 inches) - 40,000 SQ. YD. 2-inch HMAC overlay - 12,000 SQ. YD. 1/2-inch HMAC overlay - 5,000 SQ. YD. trench patch (0.01-24.99 SQ. YD.) - 1,000 steel plate rentals (initial 7-day period) - 1,500 residential driveway replacements - Notable Requirements: - Adherence to City, County, and TxDOT standards - Qualified personnel and equipment required - 10-working-day completion per site; liquidated damages for delays - Contract term: 1 year with two 1-year renewal options - No specific OEMs or proprietary products required; open to standard construction materials and methods

Description

This solicitation is for on-call construction services to repair street rights-of-way. The work includes furnishing all labor, materials, transportation, and services on an as-needed basis to repair or replace asphalt and concrete pavement, traffic control, steel plates, roadway striping, curbs and gutters, sidewalks, and driveways. The work will be performed on public rights-of-way such as highways, streets, alleys, and easements in connection with projects by or for El Paso Water Utilities. The contract requires qualified personnel and all necessary equipment to complete the work efficiently and includes site completion deadlines with daily liquidated damages for delays exceeding 10 working days.
