Clark Public Utilities in Clark County, Washington is seeking a contractor to provide Endpoint Installation Services (EPI) for a full deployment of the Sensus FlexNet Advanced Metering Infrastructure (AMI) system for all electric and water customers. - Government Buyer: - Clark Public Utilities (serving Clark County, WA) - OEMs and Vendors: - Sensus (manufacturer of Stratus IQ+ electric meters and SmartPoint 520M Pit Set Endpoints) - Products/Services Requested: - Installation of approximately 233,474 Sensus Stratus IQ+ electric meters (various types and voltages) - Installation of approximately 42,630 Sensus SmartPoint 520M Pit Set Endpoints for water meters (various sizes) - Provision, setup, and support of a Work Order Management System (WOMS) and handheld field devices - Secure warehousing, logistics, materials and inventory management, and cross-docking services - Project management for the AMI deployment - Additional field services: meter box leveling, new meter box and lid installation, pit lid drilling (poly, concrete, metal), and related work - Bonds: payment, performance, and bid bonds - Unique or Notable Requirements: - Contractor must have experience with large-scale AMI deployments - Use of company vehicles for field staff - Compliance with apprenticeship utilization (minimum 15% of labor hours), prevailing wage, and safety standards - Background screening for all personnel - All pricing must remain valid through board approval and cover the full deployment period - Project includes customer engagement, photo documentation, GPS data collection, and workflow management - Targeted deployment covers approximately 240,000 electric and 41,000 water customers - Project management and warehousing/logistics are integral to the scope - Highlighted OEM: - Sensus is the primary OEM for all meters and endpoints

Description

Clark Public Utilities is seeking proposals for an Endpoint Installation Services (EPI) Contractor to assist in the full system-wide deployment of a Sensus FlexNet Advanced Metering Infrastructure (AMI) system for all electric and water customers by Q1 2029. The contractor will install Sensus Stratus IQ+ electric meters and Sensus SmartPoint 520M Pit Set Endpoints with under the pit lid installation. Additional responsibilities include providing a Work Order Management System (WOMS), securing warehousing facilities with cross-docking services, project management, and performing additional work as outlined in the RFP requirements.
