DESCRIPTION This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 effective March 13, 2026.

This solicitation is a certified 100% Service-Disabled Veteran-Owned Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 562910, with a small business size standard of $25.0 Million. The FSC/PSC is J091.

The Department of Veterans Affairs, Network Contracting Office 4, Services 2, 3900 Woodland Ave., Philadelphia, PA 19104 is seeking to purchase Fuel Oil Polishing Services for VA Coatesville.
