This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. a. Project Title: High Pressure Steam Piping Replacement b. Description: VA Greater Los Angeles Healthcare System is seeking a contractor to remove and replace the pressure reducing valve station at Building 200 of the VA Sepulveda Ambulatory Care Center. c. Offerors who fail to meet any standard will not be eligible for award. 2. Statement of Work 2.1. Objective: VA Greater Los Angeles Healthcare System is seeking a contractor to remove and replace the pressure-reducing valve station at Building 200 of the VA Sepulveda Ambulatory Care Center. 2.2. Background: The high-pressure steam piping system is deteriorating and the valves require replacement. The valves no longer seal to stop steam from entering the building. The traps and piping are also deteriorated and require replacement. 2.3. Scope: This project involves removal and replacement of the Pressure Reducing Valve Station at VA Sepulveda Building 200. Existing parts will be replaced with new Armstrong GP-2000 Carbon Steel steam regulators, along with associated steam traps, piping, and fittings. A new Quadax isolation valve will also be installed on the station. Equipment to be Installed in Building 200: (2) Armstrong Steam Regulators (2) Globe Valves, Carbon Steel (2) Titan Y-strainers with Blowdown (2) Armstrong Drip Trap assemblies (2) Quadax Isolation Valves, Carbon Steel All new pipes, valves, and fittings: to replace outdated or corroded components and improve system accessibility. Contractor must perform the following tasks: Demolition: Isolate steam & condensate system at the point of connection. Disconnect existing steam pressure regulators assemblies, steam trap assemblies, and associated piping. Remove old parts and related components from the site. Installation: Install two new Armstrong GP-2000CS Steam Pressure Regulators Install two new Globe Valves on bypasses, carbon steel Install two new Titan Y-strainers with blowdown, carbon steel Install two new Quadax Butterfly Quad Gate Valve FLG 150 Carbon Steel/Stainless Steel Gear Operated Install two new Armstrong TVS-4000 with 2011 Drip steam traps. Replace and reconfigure piping, valves, and fittings as necessary to improve layout for serviceability. Ensure all new components are installed to manufacturer specifications and in accordance with applicable codes and VA standards. Sequencing & Phasing: Phase 1 (Weekend work): Install first steam pressure regulator assembly and minimize disruption to building operations. Phase 2 (Weekend work): Install second steam pressure regulator assembly and minimize disruption to building operations. Insulation / Pipe Labeling: Insulate all new piping with 1.5" thick fiberglass insulation and aluminum jacketing Label all new piping with media type and flow direction Insulation install should take 1 - 2 days to complete Testing & Start-Up: Perform pressure testing on all new piping. Verify operation of both steam pressure regulators and steam trap assemblies. Check system for leaks, proper flow, and pressure setpoints. Safety & Compliance: Follow all VA safety protocols, OSHA requirements. Maintain clean work areas and ensure safe access routes. Comply with VA hot work permit requirements when applicable. 2.4. Performance Monitoring: The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 2.5. Period of Performance: The period of performance will be 90 days, including after-hours work for initial changeover. Work Hours: Monday through Friday, 7:00am - 3:00pm Pacific time. Contractor Personnel Background Requirements The Office of Security and Law Enforcement provides policy on position sensitivity and background investigations for VA positions involving security and trust. Personnel requiring access to VA systems must undergo background checks and receive favorable adjudication. The costs are borne by the Contractor, with levels and costs specified. Contractor personnel must read, write, speak, and understand English unless otherwise specified. 2.7. Contractor Employees Employees must not be threats to health, safety, security, or operations. Badge: Obtain a Contractor ID Badge from VA Police, to be worn at all times, with picture, name, and company. Parking: Use designated areas; violations are the Contractor’s responsibility. Smoking is prohibited on VA grounds per VHA Directive 1085. 2.8. Insurance Coverage Maintain Workers Compensation and Public Liability Insurance as per laws. The Government is held harmless against damages or injuries. Provide certification of insurance before work begins, with 30-day notice for cancellations. Minimum coverage requirements include workers' compensation, general liability ($500,000), automobile liability ($200,000/$500,000/$20,000).
