This opportunity is for wildfire defensible tree removal and herbicide services at the Dexter Service Building, Willamette Valley Project, managed by the U.S. Army Corps of Engineers, Portland District. - Government Buyer: - Department of the Army, Corps of Engineers, Portland District, Willamette Valley Project - Contracting Office: KO Contracting Division - Scope of Work: - Removal of approximately 20 small, 25 medium, and 14 large trees in Zone 1; additional tree removals in Zones 2-6 - Herbicide application to deciduous tree stumps to prevent regrowth, in compliance with environmental regulations - Debris removal and off-site disposal, with some on-site retention as directed - Implementation of fire resilience and vegetation management measures, including thinning and creating defensible space - Potential use of crane operations for safe removal in constrained or high-risk areas - Products/Services Requested: - Mobilization and demobilization - Tree removal and felling across multiple zones - Herbicide application (stump treatment) - Debris removal and disposal - Fire resilience/vegetation management - Crane operations (if required) - Unique/Notable Requirements: - Emphasis on safety, environmental compliance, and coordination with government personnel - Site visit required for interested contractors, with REAL ID for attendees - Set aside for small businesses, including HUBZone, SDVOSB, WOSB, and EDWOSB - Work must be completed within 90 days after award, subject to weather and fire precaution levels - No specific OEMs or commercial product manufacturers are named in the solicitation.

Description

This is a firm-fixed-price, commercial services contract to provide tree removal and herbicide services at the Dexter Service Building, Willamette Valley Project, U.S. Army Corps of Engineers (USACE). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government. USACE manages both developed and non-developed areas near critical infrastructure and recreation areas in the Willamette Valley Project. It is their responsibility to ensure mitigation of hazardous conditions. To successfully mitigate the existing hazards, defensible space must be created by cutting trees in identified areas around the Dexter Service Building.   A site visit will be conducted on 30 June 2026 at 9:00 am.  All contractors interested in attending must contact Graham Hilson at graham.p.hilson@usace.army.mil and Darrell Hutchens @ darrell.d.hutchens@usace.army.mil by 3:00 PM on 26 June 2026 and provide the name(s) of the individuals attending.  All attendees must have a REAL ID.
