Navy Solicitation for PAUT Level III Certification Training Using Evident OmniScan Equipment

The Supervisor of Shipbuilding, Conversion and Repair (SSGR) Groton, under the Department of the Navy (NAVSEA), is seeking advanced PAUT Level III certification training for two personnel. - Government Buyer: - Department of the Navy, Naval Sea Systems Command (NAVSEA), Supervisor of Shipbuilding, Conversion and Repair (SSGR) Groton, CT - OEMs and Vendors: - Evident (manufacturer of OmniScan X3/X4 PAUT equipment) - Products/Services Requested: - In-person Phased Array Ultrasonic Testing (PAUT) Level III certification training for two personnel - Includes advanced PAUT theory, equipment operation (Evident OmniScan X3/X4), data analysis (WeldSight software), course materials, certification, and examination - Training to be delivered at the contractor's facility or a designated CONUS classroom location - Unique/Notable Requirements: - Instructor must hold a current, valid ASNT NDT Level III certification in Ultrasonic Testing (UT) with documented expertise in PAUT - Instructor must have experience with NAVSEA TP-271 and MIL-STD-2035 standards - Contractor must operate under an internal Written Practice compliant with ASNT SNT-TC-1A - Training must be completed by the end of the specified performance period - Use of Evident OmniScan X3/X4 equipment and WeldSight software is required for instruction

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation whereby quotations are being requested. This solicitation is intended to result in the issuance of a singular firm fixed price award.

Solicitation Number N62789-26-Q-0023 is issued as a request for quotation (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2026-01 with an effective date of 13 March 2026.

This is a 100% small-business set-aside using NAICS Code: 541380, size standard: $19,000,000. Only small businesses will be considered for this award.

CLIN 0001: In-person course instruction, certification and examination on Phased Array Ultrasonic Testing (PAUT) Level III for two (2) personnel. Instruction to be performed at the Contractor's facility. Pricing shall be inclusive of any course instruction, materials, certification and examinations. Offeror must break down price per attendee.

Offerors shall provide pricing which is all-inclusive of: Course delivery, Materials, Instructor fees, Examination, Certification and any optional services (if applicable). Offerors shall propose pricing per participant.

Offeror shall propose a period of performance that is concluded prior to 30 September 2026 at the contractor’s location or other designated CONUS classroom location.

The Government intends to evaluate proposals and award a contract without discussions with offerors.  However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government will notify offerors if a submission is missing any required elements. Offerors must provide the missing information within 24 hours of notification. Failure to respond within this 24-hour window will result in the submission being deemed technically unacceptable and ineligible for award.

EVALUATION FACTORS FOR AWARD:

Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is a significant factor.

Offers will be reviewed for adherence to the solicitation/statement of work, then evaluated for technical acceptability, SSGR availability of offeror’s proposed course dates, and finally by price analysis. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost.

To be deemed technically acceptable, quotes shall demonstrate:

Instructor with Level III Certification: The primary instructor and examination administrator must hold a current, valid ASNT NDT Level III certification in Ultrasonic Testing (UT), with specific, documented expertise and application history in Phased Array Ultrasonic Testing (PAUT). Instructor with NAVSEA & MIL-STD Expertise: The Contractor and instructors must possess documented experience in administering training, modeling techniques, and evaluating PAUT data like NAVSEA TP-271 and MIL-STD-2035 acceptance standards. Approved Written Practice: The Contractor must operate under an established, documented internal Written Practice for the qualification and certification of NDT personnel that complies with ASNT SNT-TC-1A.

In addition, the Course instruction shall be in accordance with paragraph 4 of the statement of work. See statement of work for additional details.

Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable.

Quotations are due prior to 04:00PM EST, 13 July 2026.  Late submissions will not be accepted.
