This opportunity is a formal solicitation from the Military Sealift Command (MSC), Department of the Navy, for the charter of up to two self-sustaining Roll-on/Roll-off (Ro/Ro) vessels to transport military cargo. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC) - Strategic Sealift Program Support Office (N103A), MSC Norfolk - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vessel owners are named; open to all responsible sources with suitable vessels - Products/Services Requested: - Charter of up to two self-sustaining Ro/Ro vessels - Each vessel must carry at least 110,000 square feet of military cargo (wheeled vehicles, tracked vehicles, breakbulk) - Minimum laden speed: 15 knots - Vessels must be self-sustaining (able to load/unload without shore-side assistance) - Detailed stow plans, vessel certificates, and supercargo presence required - Charter period: approximately 64 days, with options to extend up to 6 months - Delivery: Charleston, SC; Redelivery: Tacoma, WA - Fuel consumption and reporting required - Force protection: up to 12 armed personnel may be embarked; contractor security team may be required - Reimbursable shipment coordination for DRAKE c-UAS system if requested - Unique/Notable Requirements: - Vessels must be capable of worldwide operation, including hazardous cargo (explosives, ammunition) - Government inspection rights and compliance with MSC reporting and readiness standards - Multiple awards possible; unrestricted competition - Pricing includes charter hire, fuel, and other elements for the full period - Reimbursable item for shipment of DRAKE c-UAS system if called out
