Only authorized personnel from the Streets and Maintenance Department can place orders, with other departments requiring written authorization. Multiple awards may be made by group to the two lowest responsive and responsible bidders for each group, with bidders not required to submit pricing for all groups but must provide pricing for at least one complete group.
