The National Institutes of Health (NIH), Office of the Director, is seeking small business vendors for a comprehensive animal feed and bedding supply, storage, and delivery contract for its Building 49 Central Animal Facility. - Government Buyer: - Department of Health and Human Services - National Institutes of Health (NIH) - Office of the Director, Office of Acquisitions - OEMs and Vendors: - Purina/LabDiet (primary manufacturer of research diets) - NEPCO (manufacturer of Aspen Chip and Beta Chip bedding) - Absorption Corporation (manufacturer of BioFresh bedding) - Products Requested: - Purina/LabDiet fixed-formula research diets (irradiated and autoclavable, NIH-approved) - Hardwood and paper/cellulose bedding products equivalent to NEPCO Aspen Chip, Absorption Corporation BioFresh, NEPCO Beta Chip, and other NIH-approved bedding - Services Requested: - Warehouse management and inventory control (controlled environment, up to one-year supply, pest/temperature/humidity control, monthly reporting) - Routine and emergency delivery services (twice-weekly deliveries, emergency/disaster reserve, direct pickup coordination) - Operations Statement and Disaster Plan (detailed procedures for product integrity, stock rotation, pest control, emergency response, and 24/7 communication) - Unique/Notable Requirements: - Vendors must maintain a controlled warehouse within 45 miles of NIH Bethesda - Emergency/disaster reserve inventory and rapid response capability - Strict adherence to NIH quality standards for feed and bedding - Small business set-aside - Detailed operational and disaster planning required
