This Request for Proposals (RFP) invites proponents to submit proposals for reviewing and updating the 10-Year Municipal Housing & Homelessness Plan for the City of Kingston & County of Frontenac. The scope includes assessing progress since the last update, analyzing housing and homelessness data, identifying gaps and opportunities, conducting environmental scans, stakeholder engagement, and developing revised objectives, strategies, and performance frameworks. The update will produce a comprehensive background assessment, environmental scan, draft and final plans, and a public summary document to ensure responsiveness to current needs, emerging trends, and legislative requirements.
