Sound Transit is seeking a contractor to perform a comprehensive overhaul of its fleet of 58 Bombardier-built bi-level passenger rail cars (40 coach cars and 18 cab cars) serving the Puget Sound region. - Government Buyer: - Central Puget Sound Regional Transit Authority (Sound Transit), MTS Contracts Office - OEM Highlight: - Bombardier is the original manufacturer of the bi-level rail cars - Scope of Work: - Overhaul, refurbishment, and renewal of all major systems and components to extend vehicle life and ensure compliance with FRA, AAR, ADA, and APTA standards - Disassembly, cleaning, inspection, repair, rebuilding, replacement, reassembly, and testing of all specified components - Carbody inspection and repair, including structural engineering assessment and weld repairs - HVAC system upgrades with new Direct Digital Control systems - Door system replacement (side and end doors, operator motors, interlocks, air hoses, etc.) - Electrical system renewal (transformers, circuit breakers, fuses, outlets, LVPS/battery charger) - Truck disassembly, inspection, and rebuild, including air brake component overhaul and FRA-required COT&S inspection - Painting and styling to Sound Transit specifications - Replacement of operator's control consoles, emergency lighting upgrades, and interior/exterior decal replacement - Comprehensive testing and commissioning (watertightness, brakes, leveling, doors, HVAC, lighting, power, communications) - Delivery of updated electronic Vehicle History Books for each car - Vehicle shipping (round trip) for all 58 cars - Labor and Material Estimates: - 12,500 engineer hours, 44,950 electrical hours, 98,890 mechanical hours, 21,576 painter hours, 14,384 certified welder hours, 13,920 test technician hours, 9,360 field service hours - $10,000,000 material markup for replacement parts - Notable Requirements: - All work must be performed by certified personnel - Compliance with Buy America requirements - 2-year warranty period post-final acceptance - Maximum of 4 cars out of service at any time (potential to increase to 11) - Quality assurance, engineering change control, and regular project meetings - No DBE goal for this contract - Contract Structure: - 5-year base term with an option for a 2-year extension - Estimated turnaround of 60–90 days per car - No specific vendors or resellers are named; Bombardier is the primary OEM.
