Sound Transit is seeking consultant services to support the activation of major transit expansion projects in the Central Puget Sound region. - Government Buyer: Central Puget Sound Regional Transit Authority (Sound Transit) - Scope of Work: - Architectural and engineering services for asset handover and operational readiness - Process improvement and implementation for asset transitions - Operational simulations, testing, and commissioning for new rail operations - Inspection, training program development, and verification of asset documentation - Review and creation of Standard Operating Procedures, rulebooks, and maintenance manuals - Expertise in operating interlining train alignments and scenario planning at the Link Control Center - Provision of train operators for start-up activities - Subject matter expertise for maintenance of way assets (traction power, train control/signaling, communications/SCADA, track, passenger information systems, infrastructure) - Products/Services Requested: - Architectural & Engineering Services for Transit Expansion Activation (Part Number: RTA/AE 0006-25) - Consultant services for process improvement, operational readiness, and training - Notable Requirements: - Firms may propose on one or more parts of the scope; multiple contracts may be awarded - Emphasis on diversity, DBE, and Small Business participation, with encouragement for inclusion of small and diverse subconsultants - Ability to perform work in the United States is required - No specific OEMs or vendors are named in the solicitation - Estimated contract value: $8 to $10 million - Initial contract term: two years, with possible option years at Sound Transit's discretion

Description

Sound Transit is seeking Statements of Qualifications from qualified firms to support the activation of transit expansion projects. The scope includes process improvement and implementation for asset transitions, guidance, operational simulations, testing and commissioning for rail operations start-up activities, as well as inspection, training development and implementation, and verification of asset documentation of right-of-way assets. Firms may propose on one or more parts of the scope, and multiple contracts may be awarded. The initial contract term is expected to be two years with an estimated contract value between $8 million and $10 million.
