Empire State Development (ESD) is seeking proposals for two major IT initiatives: - Fiber Optic Network Asset Management Software for ConnectALL - Centralized, GIS-based software to manage over 570 route miles of fiber optic infrastructure and 13 regeneration sites - Must provide asset mapping, maintenance tracking, performance monitoring, network planning, and integrate with OSS/BSS/NMS platforms - Requires secure cloud hosting, mobile access, and support for design, build, expansion, and operation of the network - Professional services required for network records management, training, and system transition - Compliance with ISO 27001, 27005, 27035, GDPR, New York State and federal cybersecurity laws - Security Management Plan, multifactor authentication, North America-based resources, and diversity/supplier inclusion are mandatory - Consolidated Funding Application (CFA) Redesign & Hosting - IT project deliverables include Security Management Plan, Project Approach, Change Management, Infrastructure Build & Configuration, Testing, Training, SLA compliance, Support, and End of Contract Transition - Emphasis on security compliance (ISO standards, GDPR), multifactor authentication, and AI oversight with human review - All resources must be based in North America - No specific OEMs or vendors are named in the solicitation - Notable requirements: strict cybersecurity, data privacy, and supplier diversity compliance; integration with existing network management systems; and robust professional services for implementation and support

This Request for Proposals (RFP) is issued by the New York State Urban Development Corporation d/b/a Empire State Development (ESD) to procure Fiber Optic Network Asset Management Software for ConnectALL. The software solution sought is a comprehensive, centralized, GIS-based system capable of tracking, managing, and optimizing ConnectALL's fiber optic network infrastructure, including asset mapping, maintenance tracking, performance monitoring, and network planning capabilities. The network consists of over 570 route miles with 13 regeneration locations, and the software must support design, build, expansion, and operation of the network.
