Description

The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Mano Lani LLC.  A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.

The proposed contract action is for the installation of new office furniture in Room 116 with Herman Miller modular furniture to identically match the same design type and color as per the existing adjacent open rooms 140 and 115.  This will support uniformity within Building 77 and ensure the professional appearance of the agency.  Having the same design type of furniture will provide interoperability of personnel workspaces.  In addition to furniture installation, DISA-PAC also requires installation of electrical power; IT copper and fiber cables; and telecommunications infrastructure needed for the workspaces (cubicles, offices, and conference room).  The work includes removal and disposal of existing underfloor communications infrastructure; installing cable trays where necessary to accommodate cable layout for new design; installing new communications Ethernet, fiber, telephone, and power to the new cubicles; and test new communication cables for operability.

Period of performance will be 18 months from date of award.

At this time, Mano Lani LLC, an NHO 8(a) small disadvantaged small business, is the only source capable of providing all necessary services for Building 77, Room 116 Furniture and IT Install for DISA-PAC.  Through two previous DISA-PAC contracts, Mano Lani has acquired specialized knowledge of DISA-PAC IT and cabling infrastructure. They know DISA PAC’s standards for labeling IT cables.  They know what materials will meet DISA PAC’s standards.  Mano Lani will subcontract the furniture portion of the work to Contract Furnishers of Hawaii Inc, dba Office Pavilion, a Women-Owned Small Business.  Office Pavilion is the Certified Herman Miller dealer for Hawaii and the Pacific Rim. Through these two previous contracts, Mano Lani and Office Pavilion replaced end-of-life office cubicles and furniture for the majority of DISA-PAC’s first floor in Building 77.  By awarding to Mano Lani, who will subcontract the furniture portion to Office Pavilion, the work for Room 116 will be uniform to what was previously done.  The workspace layout will look the same.  The cabling will be uniform.  This will make it easier for DISA PAC when they do inspections that cables are run the same way and labeled the same way.  In case there are any problems in the future, DISA PAC will know that Mano Lani was the installer, they will not have to check their records to see which contractor did the installation for which room. Working together on the previous contracts, Mano Lani and Office Pavilion has an established relationship and they worked well in coordinating the tasks that need to be done between installing furniture and IT and electrical wiring.  Both companies possess Secret Facility Clearances required by the solicitation.  Utilizing companies with an established, cleared workforce ensures strict compliance with local security access protocols, mitigates potential background check delays, and guarantees that the delivery and assembly phases can be executed without compromising the operational security of the DISA PACIFIC environment.

The statutory authority for other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 12.102, restricting competition.  Companies who believe they can provide this service must indicate their interest in writing within seven (7) days of this notification and include a detailed capability statement.  No reimbursement for any cost connected with providing capability information will be provided.  All responsible sources will be considered in evaluating the determination to issue a sole-source contract.  Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.  A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 238390 will be used for determining company size status.

CONTRACT/PROGRAM BACKGROUND: The Building 77 Room 116 Furniture and IT Install for DISA-PAC requirement is a new requirement. 

SPECIAL REQUIREMENTS: Must have Secret facility clearance.
