USDA APHIS Solicitation for NAHLN-Approved Laboratory Diagnostic Testing Services

This opportunity is for NAHLN-approved laboratories to provide specialized diagnostic testing services for animal diseases to the USDA APHIS. - Government Buyer: - United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services National Veterinary Services Laboratories (VS-NVSL), and Marketing and Regulatory Programs Business Services (MRPBS), Acquisition and Asset Management Division (AAMD) - Scope of Services: - Diagnostic testing for endemic and foreign animal diseases, including early detection, surge testing during outbreaks, and outbreak recovery - Services include: - Virus isolation for influenza A virus (IAV) and other agents - Culture and sensitivity testing for disease agents - Aerobic culture and identification of bacterial pathogens - Enzyme-linked immunosorbent assays (ELISA) for diseases such as pseudorabies virus (PRV), bovine spongiform encephalopathy (BSE), classical swine fever (CSF), and influenza A virus (IAV) - Immunohistochemistry for scrapie and other diseases - Polymerase chain reaction (PCR) testing (including multiplex and multiple amplifications) - Sequencing (Sanger and Next Generation) for viral and bacterial isolates - Accessioning fees for laboratory data retrieval - Morphologic evaluation - Unique/Notable Requirements: - Only NAHLN-approved laboratories with ISO 17025 accreditation and required biosafety levels are eligible - Laboratories must provide timely, accurate testing and reporting, including confirmatory testing by NVSL when needed - Services must comply with NVSL standard operating procedures and quality assurance policies - Firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract structure - Estimated contract ceiling is $25 million per contract, with a total program value of up to $2.55 billion over 10 years - No specific OEMs or commercial diagnostic kit manufacturers are named; the focus is on laboratory services provided by qualified NAHLN labs

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12639526Q0089 is issued as a Request for Quotation (RFQ) for diagnostic testing services from NAHLN approved laboratories. See Attachment 1 – Performance Work Statement for a complete list of requirements.

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 541940 Veterinary Services.  The small business size standard is $10 million. This acquisition is being conducted under other than full and open competition; see Attachment 3 - Class Justification and Approval. All responsible sources may submit a quotation which will be considered by the agency.
