The U.S. Air Force is seeking competitive 8(a) offers for the sustainment and optional expansion of Schneider Electric Power Monitoring Expert (PME) software suites used in its Advanced Meter Reading System (AMRS) platform. - Government Buyer: - Department of the Air Force - Air Force Materiel Command - Air Force Installation & Mission Support Center - Air Force Civil Engineer Center (AFCEC) - Air Force Installation Contracting Center, 772 ESS/PKD - OEM Highlight: - Schneider Electric is the sole specified OEM; this is a brand name only procurement for PME software and sustainment - Products Requested: - 46 existing Schneider Electric PME software license suites (full and partial AMRS suites) - Full suite includes PME Standard Edition Base, Unlimited Devices, Energy Analysis Report Module, Data Exchange Module, Energy Billing Module, Unlimited Client Access, Energy Analysis Dashboard Module - Partial suite includes PME Standard Edition Base and Unlimited Devices - Option to procure up to 30 additional PME software license suites (full suite) - All licenses support unlimited electrical meters and 15 data points per meter - Services Requested: - Annual software sustainment for all PME license suites (existing and new) - Software maintenance, updates, patches, product enhancements, and cybersecurity compliance (DoDI 8510.01, AFI 17-130) - Technical support with strict SLA: 15-minute response, 2-day resolution, direct access to development team - License management and monthly status reporting - Unique Requirements: - All PME software must have Authority to Operate (ATO) and support open-source architecture for energy meter data collection - New licenses include one year of sustainment at no additional cost - Option periods extend contract through September 2031 - Sole source justification based on compatibility, existing infrastructure, and ATO requirements - Quantities and Periods: - Sustainment for 46 licenses (base period: 6 months; option periods: up to 5 years) - Up to 30 new licenses with sustainment (option periods: up to 5 years) - Services measured in license-months (e.g., 180, 360, 12, 6 months) - Competitive 8(a) set-aside; only Schneider Electric PME software is acceptable

Description

Solicitation FA8051-26-Q-4005 is issued as a Request for Quotation (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Subpart 12.202, as supplemented with additional information included in this notice.

The Government requires the sustainment of its existing Schneider Electric Power Monitoring Expert (PME) software suites, which are used for the Advanced Meter Reading System (AMRS) platform. The requirement includes software sustainment for 46 PME license suites currently deployed across multiple Air Force bases. This effort also includes the optional procurement and sustainment of up to 30 additional PME software license suites with sustainment over the life of the contract.

This is a brand name only requirement for Schneider Electric PME software and sustainment. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This procurement is a Competitive 8(a) Set-Aside. Offerors are responsible for monitoring this site for amendments.
