The Internal Revenue Service (IRS), part of the Department of the Treasury, is seeking small business vendors for on-site scanning and digitization of taxpayer documents at its Plantation, FL facility. - Government Buyer: - Internal Revenue Service (IRS), Department of the Treasury - OEMs and Vendors: - No specific OEMs or vendors are named in the opportunity - Products/Services Requested: - On-site scanning and digitization of approximately 330,000 pages of taxpayer records stored in 101 boxes - Conversion of paper documents into searchable, OCR-enabled PDF files - Preservation of existing file and folder organization - Secure handling and protection of sensitive taxpayer information throughout the process - Delivery of complete electronic files within a four-month period - Unique or Notable Requirements: - Strict compliance with IRS and Treasury security policies for handling sensitive data - Quality assurance measures to ensure accuracy and completeness of digitized records - All work must be performed on-site at the IRS facility during normal government business hours - Contractor must provide all necessary labor, equipment, and materials

This is a Sources Sought notice for Market Research purposes ONLY.  This notice does not constitute a request for proposal, request for quote, or invitation for bid.  This notice does not constitute a commitment by the Government.  Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.  This information will be used to determine the availability of contractors capable of meeting the Government’s minimum requirements.  Telephone calls will not be accepted.  Any questions regarding this notice shall be submitted in writing.

The Internal Revenue Service is seeking sources to determine if there are potentially qualified U.S. Small Business Administration (SBA) certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB) and/or Small Business (SB) with the capability to:

Convert paper taxpayer records into searchable electronic files while maintaining the current organizational structure of the records and ensuring the protection of sensitive taxpayer information.

The potential North American Industrial Classification System Code (NAICS) is 518210 and Product Service Code (PSC) R699.

Submission Requirements: Interested sources are invited to respond to these sources sought by submitting the following:

 Contractor Information:  Provide your company name, address, POC name, phone number, email, CAGE code, Unique Entity ID and NAICS.Size of business – Large Business or Small Business.  If small, please provide the socioeconomic status. If the services can be solicited from a General Services Administration (GSA) schedule contract vehicle or Open Market. A brief description of the capability, resources, technical competencies, and organizational experience related to the key task areas.

Those firms interested in providing information in response to this sources sought is requested to provide the above information to Neil Belden at neil.d.belden@irs.gov and Joyce Derry at joyce.d.derry@irs.gov, no later than 12:00 pm EST on 06/22/2026.  Submissions shall not exceed five (5) single sided pages in length not including the cover page, table of contents and cover letter.
