Description of Requirement

1.0 BACKGROUND

Vandenberg Space Force Base is conducting market research to identify qualified industry partners capable of providing ruggedized, autonomous, or remote-controlled robotic target systems to support live-fire tactical training and weapons proficiency sessions.

2.0 MINIMUM SPECIFICATIONS

1. Mobility & Speed

Minimum Specification: Minimum top speed of 10 mph. Description: Must be capable of simulating moving live targets during tactical training scenarios.

2. Power & Endurance

Minimum Specification: Minimum of 8 hours of continuous operation on a single charge. Description: Must support a full training day without requiring mid-day battery swaps or recharging.

3. Command & Control

Minimum Specification: Minimum remote control range of 100 meters Line of Sight (LOS). Description: Robust RF control link is required to ensure operator safety during live-fire maneuvers.

4. Durability & Ballistic Survivability

Minimum Specification: Designed to absorb impacts from frangible 5.56mm and 9mm rounds. Preferred Specification: High structural tolerance for standard 5.56mm and 9mm ball ammunition to ensure training continuity during frangible ammo supply chain shortfalls.

5. Target Lifespan & Maintenance

Minimum Specification: Target torso/strike face must survive a minimum of 3,000 rounds before requiring replacement. Torsos must be interchangeable without specialized tools by range personnel between training sessions.

6. Operating Temperatures

Minimum Specification: Operational threshold of 40°F to 85°F (4.4°C to 29.4°C).

3.0 MAINTENANCE AND INSTALLATION

Pre-Delivery Inspection: ** The Vendor shall perform a full inspection and execute any required maintenance or repair of all equipment prior to delivery. Scope of Support: ** The Vendor shall supply all equipment, hardware, labor, and materials for a complete installation. Installation: ** The vendor is responsible for the complete installation of the target system.

4.0 COMPLIANCE

The Vendor shall comply with all applicable federal, state, local, and county laws, as well as Air Force regulations governing the execution of these services.

5.0 PERIOD OF PERFORMANCE

Installation Timeline: ** To be determined based on vendor proposals and award date. Installation Access: ** The Vendor shall enter Vandenberg Space Force Base through the Lompoc Gate for all deliveries and service.
