The Department of Veterans Affairs is seeking professional Architect-Engineer (AE) and Engineering Services firms to provide design and construction support for the remediation of the Reserve Center Underground Storage Tank (UST) at the Altoona VA Medical Center. - Government Buyer: - Department of Veterans Affairs - Network Contracting Office 4 - Altoona VA Medical Center - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the procurement is for professional services. - Products/Services Requested: - AE design services for environmental remediation of the Reserve Center UST - Engineering services including technical specifications, working drawings, cost estimates, as-built drawings, and construction period services - Environmental assessment services: Ground Penetrating Radar scans, soil borings, contamination identification and remediation planning - Fire & Safety professional engineering review of design submissions - Construction period services: review of submittals, RFIs, sketches, clarifications, revision drawings, and site visits (12 days) - Unique/Notable Requirements: - Project includes environmental assessment and remediation planning for an undocumented UST - Coordination with VA Medical Center staff and adherence to VA BIM & CAD standards - Emphasis on disciplines such as architectural, structural, plumbing, HVAC, electrical, fire protection, asbestos abatement - Set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - Evaluation based on professional qualifications, experience, past performance, and SDVOSB utilization - Firm Fixed Price contract estimated at $8.6 million
