Description

This acquisition is 100% small business set-aside and is being issued under NAICS 541330 Exception 3 (Marine Engineering and Naval Architecture). The primary place of performance will be designated by the contractor. Subject to space availability and the COR’s approval, place of performance may be at the Department of Homeland Security at the U.S. Coast Guard Headquarters, 2703 Martin Luther King Jr. Ave SE, Washington, D.C. 20593-7430. 

The Government contemplates award of one (1) time and materials labor-hour contract with fixed hourly rates; however, the Government reserves the right to make no award at all.

The period of performance (POP) includes a base period and one (1) 12-month option period. The estimated period of performance will be from 09/01/2026 to 08/30/2028.

The objective of this Task Order is to obtain Technical and Engineering support  services to develop, test, and document a Rhinoceros model creation tool that can generate a commercial ship hull model with accurate hydrostatic properties using only limited information available to salvage naval architects during marine casualties.
