Subject: Personnel Security Support Services
1. Description of Action The U.S. Department of Energy (DOE), Idaho Operations Office (ID), intends to award a sole-source, firm-fixed-price contract modification to Montech, Inc., located in Albuquerque, NM (UEI: ZLQWLEQ5HJ49). This modification will extend the period of performance for an estimated six (6) months, from July 1, 2026, to December 31, 2026. The purpose of this action is to ensure the continuity of critical Personnel Security Support services at the Idaho National Laboratory (INL) while a long-term, competitive follow-on contract is solicited and awarded.
2. Statutory Authority This action is being conducted pursuant to the authority of 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
3. Description of Requirement The contractor provides highly specialized and critical support services for the implementation of the DOE-ID Personnel Security Program. This work is integral to the Department's national security mission at the INL. Services include, but are not limited to, the adjudication of security clearances, processing of clearance packages, personal identity verification (PIV), management of sensitive records, and utilization of classified government security databases (e.g., DCSA, CPCI).
A critical and non-negotiable requirement of this work is that all contractor personnel performing these duties must possess an active DOE "Q" security clearance at the start of contract performance to access classified information and facilities.
4. Justification for Sole-Source Award Montech, Inc. is the incumbent contractor and its personnel are fully trained, experienced, and possess the mandatory active DOE "Q" security clearances required to perform the full scope of work without interruption.
No other source can satisfy the agency's requirement for a six-month bridge contract without causing unacceptable delays and mission failure. The timeline to process and adjudicate a new DOE "Q" clearance for contractor personnel typically exceeds 12 months. It is therefore impossible for a new contractor to have a fully cleared and effective workforce in place to perform the work within the six-month period of performance. A lapse in these services would result in an immediate halt to clearance processing for all INL personnel, directly jeopardizing critical national security programs. Montech, Inc. is the only known source capable of providing these services without a break in service.
5. Instructions for Interested Parties This notice of intent is not a request for competitive proposals. No solicitation document is available. However, all responsible sources that believe they can meet the full scope of this requirement, including having a workforce with the requisite active DOE "Q" clearances available to begin performance on July 1, 2026, may submit a capability statement.
Capability statements must be submitted in writing to the contracting office and must contain clear and convincing evidence of the firm's ability to perform the full scope of work without causing a break in service. A simple statement of interest is not sufficient. The statement must demonstrate, at a minimum, that the interested party currently employs a sufficient number of personnel who possess active DOE "Q" clearances to perform the work described.
All capability statements must be submitted via email to the Point of Contacts listed below no later than July 3, 2026, at 4:00 PM Eastern Time.
The Government will not be responsible for any costs incurred by interested parties in the preparation of their response. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. If no affirmative written responses are received by the deadline, the Government will proceed with the sole-source award to Montech, Inc.
