The U.S. Coast Guard Aviation Logistics Center is seeking repair services for transformer rectifiers used on MH-65 helicopters. - Government Buyer: - U.S. Coast Guard Aviation Logistics Center, Receiving Section, Bldg. 63 - OEMs and Vendors: - Coastal Mechanics Company, Inc. (CAGE Code: 5N111) – sole source provider - Products/Services Requested: - Repair of nine (9) Transformer Rectifiers - Part Number: 684-1009-200 - NSN: 5950-14-400-1897 - Used on MH-65 helicopters - Test and evaluation services for the same rectifiers to determine repairability (including Beyond Economical Repair assessment) - Unique/Notable Requirements: - Repairs must restore components to OEM and FAA specifications - Contractor must provide all parts, labor, documentation, failure data reports, and Certificates of Conformance - Compliance with ISO 9001 or equivalent quality standards required - Components are serial number tracked; timely delivery and invoicing required - No scrap fee paid for BER items; test/evaluation fee applies if part meets specs or is BER - Sole source justified due to reverse engineering and lack of available spare parts - Period of Performance: - Test and evaluation within 21 days after receipt - Repairs within 30 days after receipt - Firm-fixed price contract - All technical details and requirements are specified in attached documents (Statement of Work, Requirements spreadsheet, J&A).

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03825QB0000038 is issued as a request for quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation.  All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Costal Mechanics Company, Inc (CAGE Code: 5N111) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.
