The U.S. Army's Regional Network Enterprise Center (RNEC) at Fort Carson, Colorado, is seeking a contractor for battery replacement and installation services at Pinion Canyon Maneuver Site, Building P-310. - Government Buyer: - U.S. Army, Regional Network Enterprise Center (RNEC), MICC-FT CARSON - OEMs and Vendors: - Primary OEM: GNB Industrial Power (manufacturer of Absolyte VRLA battery cells) - Products Requested: - 48 new Absolyte VRLA battery cells (Model 100G31) - Two strings of 3x8 configuration (24 cells per string) - Includes modular steel tray housings, terminate plates, module covers, and hazmat sorbent pillows - Minimum 54 volts DC system voltage required - New, not refurbished; 1496 amp-hours at 8-hour rate; 20-year design life - Removal of old GNB Absolyte VRLA battery cells (Model 100A31) and related components - Services Requested: - Removal and disposal of old battery cells and frames - Installation and testing of new battery cells and frames - Environmental recycling of removed materials - Warranty and performance testing to ensure system meets voltage and operational requirements - Unique Requirements: - Contractor must provide all labor, materials, transportation, and testing - Environmental recycling and hazmat handling required - System must deliver minimum 54 volts DC - All batteries must be new (not refurbished) - Estimated Contract Value: $50,000 - $120,000 - Period of Performance: - Delivery of 48 battery cells by October 1, 2026 - Service performance through January 31, 2027 - Total duration: approximately 6.5 months

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation.

The quotes shall refer to the solicitation number W911RZ-26-Q-A020.  This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Regulation FAC # 2026-01, dated 03/13/2026 and Defense Federal Acquisition Regulation Supplement (DFARS) Change # DFARS Change 01/01/2026.

The Mission Installation Contracting Command (MICC) - Fort Carson intends to award a Firm-Fixed-Price Contract to a total small business set-aside for the acquisition of the RNEC FI-MUE PCMS ((Pinion Canyon Maneuver Site) BLDG. P-310 at Model, CO 81059. See Performance Work Statement (PWS) for details. The North American Industrial Classification System (NAICS) code for this procurement is NAICS Code: 335910, Battery Manufacturing, size standard 1250 Employees. This will be a totally small business set aside.
