The First Responder Network Authority (FirstNet Authority), part of the Department of Commerce's NTIA, is seeking to procure AT&T commercial wireless subscriptions to support its mission-critical testing and evaluation activities. - Government Buyer: - Agency: First Responder Network Authority (FirstNet Authority) - Sub-agency: Network Management Office (NMO) - Office: FirstNet Authority Contracting Office, Reston, VA - OEM/Vendor: - AT&T Mobility, LLC is the sole source and OEM for the required wireless subscriptions - Products/Services Requested: - AT&T commercial wireless subscriptions (no specific part numbers or quantities provided) - Subscriptions will be used for: - Coverage evaluation - Service quality monitoring - Roaming and interoperability testing - Dual SIM operation testing - Technical support for multiple cellular subscriptions - Unique/Notable Requirements: - AT&T is the exclusive operator of the Nationwide Public Safety Broadband Network (NPSBN) and provides unique FirstNet capabilities - Required features include priority, preemption, and Push-to-Talk Land Mobile Radio (LMR) interworking, which are not available from other providers - Sole source justification is based on AT&T's exclusive FirstNet capabilities and network access

Description

This justification is prepared in accordance with GSAM 538.71, which permits placement of an order without providing for full and open competition when only one source is reasonably capable of meeting the Government’s requirement. See attached.
