The Florida Division of Emergency Management (FDEM) is seeking multiple contractors to support statewide Non-Congregate Sheltering (NCS) and State-Managed Direct Housing (DH) missions. - Government Buyer: - Florida Division of Emergency Management (FDEM), Recovery Bureau, Procurement Officer - Scope of Work: - Case work services for emergency sheltering and housing programs - Program intake, eligibility verification, and case management - 24/7 contact center operations for applicant support - Provision and maintenance of a digital system of record for intake, eligibility, case management, and reporting - Key Personnel Roles Requested: - Program Manager - Technical Lead - Training Manager - Finance Lead (with FEMA and federal grant experience) - Contact Center Manager, Supervisor/QC, and Agents - QA/QC Lead and Specialists - Appeals Lead and Specialists - Eligibility and Case Work Lead, Supervisor, Specialists (including in-field support) - Technology Requirements: - Digital system of record must support intake, eligibility, case management, and reporting - System must allow for one-time customization/enhancement and monthly subscription licensing - Notable Requirements: - Advanced knowledge of FEMA programs and disaster case management - Compliance monitoring and quality assurance processes - All-inclusive hourly rates for each position - No specific OEMs or technology vendors named; open to qualified contractors able to provide both personnel and technology solutions - Contract Structure: - Initial term of three years, with option to renew for up to three additional years - No guaranteed quantities; contract usage depends on emergency needs
