Description
The Indian Health Service, Northern Navajo Medical Center (NNMC), located in Shiprock, New Mexico intends to negotiate a sole source award with Hardenbergh Group Inc. The North American Industry Classification System or NAICS code is 541618 Other Management Consulting Services $19M.
The required services include independent physician peer review, Initial Professional Practice Evaluations (IPPE), Ongoing Professional Practice Evaluations (OPPE), and professional practice reviews for inpatient and outpatient medical records. The contractor shall provide board-certified physician reviewers who are independent, free from conflicts of interest, and qualified in the applicable specialty under review. Reviews may be required in multiple clinical disciplines, including but not limited to Emergency Medicine, Pediatrics, Internal Medicine, Rheumatology, Family Medicine, General Surgery, Obstetrics and Gynecology, Orthopedics, Podiatry and Wound Care, Optometry, Neurology, Pathology, Radiology, Rehabilitation Services, and Psychiatry.
The contractor must be capable of performing timely medical record reviews, including urgent reviews with completion generally required within twenty-one (21) days of receipt of records. The contractor shall facilitate direct communication between hospital leadership and designated physician reviewers, provide reviewer qualifications and curriculum vitae upon request, and maintain established review procedures. All reviews must assess whether the provider's care and documentation meet the applicable specialty standard of care.
The contractor shall comply with all applicable privacy and confidentiality requirements, including HIPAA Business Associate obligations, maintain secure handling of protected health information, and ensure proper disposition of records following completion of reviews. The contractor shall also maintain the ability to provide additional review-related services as mutually agreed upon by the parties and assume responsibility for the professional performance of its physician reviewers.

In accordance with principles of RFO 12.102(a) Sole Source Justification may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Hardenbergh Group Inc. has provided medical records review for Inpatient and Outpatient Department at Northern Navajo Medical Center.
This notice of intent is not a request for quotations, and a solicitation will not be issued in conjunction with the notice of intent. Any potential sources other than Hardenbergh Group Inc. may submit a capability statement via electronic email by 10:00 AM MDT on July 17, 2026. Any other form of communication will not be considered. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
