Workforce Solutions North Texas (WSNT) is seeking a qualified service provider to manage and operate Child Care Services (CCS) across the North Texas region. - Government Buyer: - Workforce Solutions North Texas Board - Regional workforce development agency serving Wichita County and surrounding areas - Scope of Services: - Comprehensive management and staffing of child care services at Workforce Centers - Client eligibility determination and provider recruitment/support - Coordination with local partners (DFPS, HHSC, school districts, Head Start, community organizations) - Internal monitoring, quality assurance, and fraud prevention - Automation and technology integration (systems include WIT, TIERS, TWC Mainframe, SAFE Toolbar, CLI Engage, Cabinet/SAFE, PIRTS, TX3C, TECPDS) - Financial management (enhanced reimbursement rates, timely payments, claims processing, property management) - Data management, appeals processing, and ongoing staff training - Quality customer service and compliance with federal/state regulations - Staffing Requirements: - Key roles include Client Services Manager and Provider Services Manager with specified salary ranges - Proposers must provide employee benefits comparable to current Workforce Center staff - Notable Requirements: - Demonstrated organizational capacity, technical competence, and effective financial management - Compliance with nondiscrimination laws and performance measures - Service provider must serve approximately 62 child care providers and 1,032 children daily - Estimated Contract Value: - Approximately $42 million total, with a first-year budget of $10.5 million - No specific OEMs or technology vendors are named; opportunity is open to qualified service providers - Period of Performance: - Multi-year contract starting with a four-week transition period - Initial six-month probationary period for staffing review - Annual renewals up to four years, contingent on performance and funding - Closeout reports due within 45 days after contract end
