The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:
BID/BUILD ROOF REPLACEMENT AND REPAIR AT THE WAREHOUSE, U.S. CONSULATE GENERAL FRANKFURT, GERMANY
The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Bid/Build Construction Type Contract in calendar year 2026.
The successful offeror shall provide complete architect construction services, contract coordination, and supervision, including but not limited to architect, management, equipment and construction necessary to meet the requirements of this contract within the established timeframe.
Short project scope description:
The U.S. Consulate General Frankfurt (POST) and Overseas Building Operations (OBO) has a requirement for the replacement of the existing single-ply and modified bitumen protected membrane flat roofs and canopies on the Warehouse building.
The roof sections and approximate area of each are as follows:
Roof Area “R1”: 10,650 square feet (990 square meter) of gravel ballast two-ply modified bitumen membrane over rigid insulation and concrete roof deck. Roof Area “R2”: 38,200 square feet (3,550 square meter) of single-ply membrane over insulation and metal roof deck. Roof Area “R3”: 24,110 square feet (2240 square meter) of single-ply membrane over insulation and metal roof deck. Roof Area “R4”: 12,100 square feet (1,125 square meter) of single-ply membrane over insulation and metal roof deck. Roof Area “R5”: 1,800 square feet (165 square meter) of single-ply membrane over insulation and metal roof deck. Roof Area “R6” (Canopies): 2,900 square feet (265 square meter) of single-ply membrane over insulation and metal roof deck.
The proposed Work includes, but is not limited to, the following:
Roof Area “R1”: Removal and disposal of existing roof system down to concrete deck. Minor repairs to existing concrete deck substrate in preparation for new roofing system. Installation of new two-ply modified bitumen membrane roof system and associated membrane flashings. Installation of new drainage board, XPS insulation, filter fabric, and concrete pavers in protected membrane roof system assembly. Installation of new sheet metal flashings at penetrations, roof drains, perimeters, etc. Roof Area “R2”, “R3”, “R4”, “R5”, “R6”: Removal and disposal of existing roof system down to metal roof deck. Removal, salvage, and temporary protection of existing gutters and downspouts for re-installation. Installation of new tapered insulation to provide slope to roof drains. Minimum 2% slope (1/4 inch per foot / 20mm per 1 meter) Installation of new gypsum cover board. Installation of new thermoplastic polyolefin (TPO) single-ply roof system and associated membrane flashings. Installation of new sheet metal flashings at penetrations, roof drains, perimeters, etc. Re-installation of gutters and downspouts. Replacement of gutters and downspouts where existing members are non-salvageable.
The General Contractor shall be responsible for the construction, completion and maintenance of the Project Works, in accordance with the tender and contract Drawings, Specifications, Bills of Quantities and Contract Conditions etc.
The contractor shall also be responsible for administration, coordination, synchronization and general supervision of all matters relating to his Sub-Contractors works and other trades in accordance with the Contract Conditions to ensure that the works carried out by his Sub-Contractors are completed as required by the contract documents.
The estimated magnitude for the entire project is between $1,000,000.00 and $1,800,000.00 U.S. Dollars.

The solicitation package/documents contain SBU information. Companies submitting a letter of interest shall receive a copy of the solicitation package/documents when available.
Additionally, you are required to complete and include in your expression of interest the checklist below (Page 3). All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected.
Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform work in Germany.
The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Solicitation and award will be subject to the laws and regulations of the United States of America.
