This Sources Sought is part of ongoing Government conducted market research for planning purposes. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses shall be treated as information only and will not be used as a proposal. Any information provided by industry to the Government as a result of this Sources Sought is strictly voluntary; responses will not be returned. A rough order of magnitude (ROM) also does not constitute a proposal or quote. We as the Government, will treat this as information only. 

Introduction:

A significant threat to nuclear command, control, and communications (NC3) systems is the high-altitude electromagnetic pulse (HEMP) environment produced by the detonation of a nuclear weapon at high altitude. Resulting electromagnetic energy can couple into facilities, cabling, antennas, and other electrical systems, causing mission-upset or mission-aborting permanent damage. Conventional power generation systems are vulnerable to these effects. To maintain operational capability following a HEMP event and related threats, USAFE-AFAFRICA requires NC3 systems and interfacing systems to be hardened with low-risk backup power in accordance with DAFI 10-2601, Electromagnetic Pulse Survivability Program and ND 501-02.

USAFE requires Cummins Inc. HEMP-hardened Rugged Mobile Power (RMP) generators that will support systems with critical, time-urgent missions across multiple installations in the European theater. Generators must provide survivable, distributed mobile power of 30 kilowatts (kW) as detailed in this SOW.

Overall, this sources sought is to address the procurement of commercially available, BRAND NAME, Cummins Inc. HEMP-hardened Rugged Mobile Power (RMP) generators in 30 kW. The Government is seeking interest and capabilities from OEM or authorized/certified OEM resellers who are able to supply and service all of the specifications within this sources sought.

General Scope:

The contractor shall provide HEMP-hardened Rugged Mobile Power generators, coordinate and support HEMP survivability testing, deliver technical and hardness maintenance documentation, and ship fully compliant units to designated USAFE-AFAFRICA locations specified in this document. The contractor shall furnish all labor, materials, equipment, transportation, management, and services necessary to perform the tasks described herein.

The contractor shall:

Receive specifying generator parameters (Attachment 01): Quantity Rated power (kW): 30 Phase, Voltage: 1PH-120VAC, 1PH-120/240VAC, or 3PH-208/120VAC Frequency: 50, 60, or 400 Hz. Delivery destination with installation access instructions, and end user contact information Order or manufacture the specified Rugged Mobile Power generators meeting all technical requirements  Schedule and coordinate HEMP Threat-Level Illumination (TLI) testing  Ship generators to the approved test facility, provide any required support equipment (such as load banks, cables, connectors), and provide personnel support during testing as required by the facility. After successful HEMP testing and issuance of required certifications, ship generators to the final USAFE-AFAFRICA destinations. Support Government inspection, functional testing, and acceptance at the delivery location. Provide all required technical documentation, test plans, test reports, HMHS documentation, and other deliverables.

Further Scope Details: 

Generators:

The contractor shall provide Cummins Rugged Mobile Power (RMP) generator sets (or functionally equivalent) power rating of (28) 30 kW that meet or exceed the technical requirements of this SOW and applicable standards. Additionally, the generator must have undergone and successfully passed HEMP survivability testing at NAWCAD Patuxent River or an equivalent formal DoD HEMP qualification program, with test results and certifications acceptable to the Government.

Each generator configuration shall:

Conform to MIL-DTL-32496 for generator sets, skid or trailer mounted, 30 KW. Operate across environmental extremes from -50 °F to 135 °F. Comply with MIL-STD-461F electromagnetic compatibility requirements. Be capable of operation with specified military fuels (e.g., JP-8, JP-4, DF-1, DF-2, DF-A) consistent with MIL-DTL-32496. Provide rated power output at altitude as specified in manufacturer data and maintain automatic load control and voltage regulation from no-load to full-load. Include rugged 4-cycle industrial diesel engine, 24-volt starting system with NATO slave connection, and battlefield mobility and ruggedized construction features. Provide low infrared and acoustic signatures consistent with the RMP design. Support 50 Hz, 60 Hz, and 400 Hz operation as specified in the configuration tables.

Technical parameter for each generator (e.g., power output, dimensions, weight) shall be consistent with the reference Cummins RMP configuration identified in the following table or otherwise documented in the contract technical data.

Testing:

HEMP survivability shall be established through MIL-STD-2169 Threat-Level Illumination (TLI) testing, which is the preferred testing approach for mobile systems per DAFI 10-2601. The contractor shall provide official test reports and certifications demonstrating that the specific generator configurations have successfully passed HEMP survivability testing in accordance with MIL-STD-2169 and MIL-STD-188-125. HEMP testing is required for NC3 equipment, with threat-level field illumination being the preferred approach for mobile systems in accordance with DAFI 10-2601

Approved HEMP test facilities are NAWCAD Patuxent River, the U.S. Army White Sands Missile Range, or another facility certified by the Defense Threat Reduction Agency (DTRA) to perform MIL-STD-2169 testing and approved in writing by the Contracting Officer.

The contractor shall:

Provide a HEMP Test Plan for each configuration at least 30 days prior to test start for Government review and approval. Coordinate shipment of the generators to the test facility, including transport arrangements, handling, and schedule coordination with facility personnel. Provide any supporting materials or parts required to conduct HEMP testing such as cabling, connectors, and an electrical load bank. Provide personnel on site during HEMP testing as required by the test facility. Provide official test facility reports documenting MIL-STD-2169 HEMP testing and post-test functionality tests within 14 days after test completion. Provide certification letters from the approved test facility or sponsoring DoD program office. Provide test documentation from the Advanced Medium Mobile Power Sources (AMMPS) program or equivalent DoD HEMP qualification program when such documentation is used to support compliance. Correct any defects identified during testing, perform necessary rework without voiding manufacturer warranties, and arrange for retesting until required performance criteria are met.

HEMP survivability shall be verified and traceable by meeting the minimum performance requirements of MIL-STD-188-125 and MIL-STD-2169. Test Plans and Test Reports shall include the minimum detailed information required by MIL-STD-2169, MIL-STD-188-125, DI-NUSU-82341, and DI-NUSU-82342, including pass/fail conclusions and mapping of test outcomes to acceptance criteria.

Deliverables and Delivery Locations: 

For each generator unit ordered, the contractor shall deliver:

HEMP-hardened generator set (28) 30 kW complete with all standard accessories, NATO slave cable, grounding kit, and operational fluids per technical manual. DD Form 250, Material Inspection and Receiving Report. Commercial operator and maintenance manuals. Any manufacturer supplied tools Illustrated parts catalog. Certificate of Conformance. HEMP Test Plan(s) and HEMP Test Report(s) as required  HM/HS procedures and guidance documentation  Manufacturer warranty documentation. HEMP survivability test reports and/or certifications issued by the test facility, or equivalent formal DoD program test documentation clearly traceable to the delivered model and production lot.

All technical documentation shall be provided in both printed and electronic (e.g., PDF) format. Electronic files shall be delivered on non-rewritable media or via secure file transfer as directed by the Government.
