NOAA's National Weather Service (NWS) is seeking a contractor to replace the NOAA Weather Radio (NWR) transmitter shelter in Perry, Florida. - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), WAD-NWS office - Contact: Hannah Hartman, 7600 Sand Point Way NE Bldg 1, Seattle, WA - Products/Services Requested: - Demolition and removal of the existing shelter - Construction and installation of a new non-permanent building (metal or fiberglass), approximately 8x10 feet (not to exceed 9.5x11.5 feet), with a minimum 8-foot ceiling - Building must house a VHF 1000 watt transmitter and include: - Metal siding and roof or similar fiberglass structure - Commercial-grade steel exterior door with heavy-duty security plate - LED exterior lamp with dusk-to-dawn sensor - Grounding system with #6 AWG copper wire, ground buses, and antenna cable pass-throughs - Interior equipment wall with 3/4" plywood - Electrical loadout: 100-amp main panel (16+ circuits), dedicated breakers, quad outlets, overhead LED lighting, NEC code compliance - HVAC: 1.5-ton mini-split or similar, maintaining +50F to +85F - Insulation and moisture barrier (e.g., Tyvek) - Site preparation, foundation inspection/repair, generator pad if needed, permitting, and debris disposal - Unique/Notable Requirements: - Building must not be permanently set (not real property) - Compliance with Buy American construction material provisions - Mandatory sexual assault and harassment prevention training for contractor employees - 100% small business set-aside (NAICS 236220) - No specific OEMs or brands are named; the requirement is performance-based and open to equivalent solutions.

Description

The National Weather Service (NWS) NOAA Weather Radio location in Perry, FL requires a building that is not permanently set (not real property), constructed of metal siding and metal roof or similar fiberglass structure, which house a VHF 1000 watt transmitter with electrical. This is to replace a shelter that needs to be removed prior to installation. The building shall be approximately 8 foot wide by 10 foot in length but not exceed 9.5 feet by 11.5 feet. The building shall have 8 foot ceilings at a minimum.

Quotes will be evaluated based on price and the factors set forth in this section using Best Value Trade-Off procedures.  An award will be based on a determination of Best Value to the Government, price, and non-price factors considered. "Best Value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
