The National Institute of Standards and Technology (NIST), under the Department of Commerce, is seeking a contractor for comprehensive exterior lighting inspection and repair services at its Boulder Campus and Fort Collins Radio Station. - Government Buyer: - Department of Commerce, National Institute of Standards and Technology (NIST), Office of Facilities and Property Management - OEMs Highlighted: - Cree Lighting (Edge Series, ARE-EDG-3M-DA-06-E-UH-SV-700-40K) - RAB Lighting (ALED, ALEDM3TN) - Products/Services Requested: - Monthly comprehensive audits of all exterior lighting fixtures (12 per year, for base and each of four option years) - Authorized repair and replacement services for exterior lighting, including labor, materials, and equipment - Replacement light heads must be: - Cree Lighting Edge Series (ARE-EDG-3M-DA-06-E-UH-SV-700-40K) or approved equivalent for 277V systems - RAB Lighting ALED (ALEDM3TN) or approved equivalent for 120V systems - Unique/Notable Requirements: - All repairs and replacements require written authorization from the Contracting Officer - Contractor must provide all labor, supervision, materials, tools, equipment, and transportation - Work must comply with environmental and hazardous waste regulations - Contractor must minimize disruption to ongoing research operations - Documentation and reporting of deficiencies and corrective actions are required - Contract Structure: - Firm-fixed-price contract with a base year and four option years - Labor-hour based repair line items and monthly audit line items

Description

The contractor shall provide all labor, supervision, management, materials, tools, equipment, transportation, and incidentals necessary to perform monthly audits, inspections, maintenance, repair, replacement, and installation of exterior lighting systems at the NIST Boulder Campus and, as authorized, the Ft. Collins Radio Station. The scope includes all exterior lighting fixtures identified on the Site Exterior Lighting Map, including pole-mounted luminaires (120V and 277V), solar-powered lighting, walkway lighting, and bollards, as well as any additional exterior lighting discovered during performance. Monthly audits shall include inspection of 100% of fixtures during hours of darkness, documentation of deficiencies, and submission of reports identifying recommended corrective actions and cost estimates. Repair and replacement services shall be performed only upon written authorization from the Contracting Officer and may include installation of approved-equivalent lighting products meeting specified performance requirements. The contractor shall provide all necessary access equipment, comply with all applicable environmental and hazardous waste regulations, coordinate activities through the Contracting Officer’s Representative (COR), and perform work in a manner that minimizes disruption to ongoing research operations. Payment for repairs will be limited to authorized work within the contract scope and established funding limits.
