NASA Langley Research Center (LaRC) is announcing its intent to extend the Center Maintenance, Operations, and Engineering (CMOE) contract on a sole-source basis. - The extension will be with Amentum Technology, Inc. (previously referenced as Jacobs Technology, Inc. in earlier notices) - The extension covers a two-month period from August 1 to September 30, 2026, bridging to the new CMOE II contract effective October 1, 2026 - The CMOE contract provides specialized research operations, maintenance, and engineering services for LaRC's unique facilities, including wind tunnels, laboratories, and test stands - Services include: - Research facility operations (wind tunnels, labs, test stands, instrumentation calibration/repair) - Central utilities operations (steam, compressed air, electrical power, potable water) - Technology development and administration for Facility Automation Systems (FAS) and Data Acquisition Systems (DAS) - Facility maintenance (preventive maintenance, trouble calls, Reliability Centered Maintenance, Integrated Operations Center maintenance) - Facility engineering (design, construction, configuration management, tactical engineering, pressure system recertification, project management/planning) - The extension adds approximately $34 million to the contract value ($2 million for the extension and $32 million for additional IDIQ task orders) - The extension ensures continuity of critical mission support and workforce retention during the transition to the new contract - No specific OEMs or products are listed; the notice is for ongoing services under the existing contract

Description

National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) intends to extend contract NNL13AA14C, Center Maintenance, Operations, and Engineering (CMOE) contract with Jacobs Technology, Inc. (Jacobs) on a sole-source basis pursuant to 10 U.S.C. 2304 and FAR 6.3021, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements. The CMOE contract provides critical support services in the areas of research operations, maintenance, and engineering. These technical services include:

- Research facilities operations for highly specialized wind tunnels, laboratories, test stands, instrumentation calibration/repair; - Central utilities operations (e.g., steam, compressed air, electrical power distribution, potable water);

- Technology development and administration for Facility Automation Systems (FAS) and Data AcquisitionSystems (DAS); - Research and institutional facility maintenance including preventive maintenance, trouble calls, Reliability Centered Maintenance (RCM), and Integrated Operations Center (IOC) maintenance; and - Facility engineering (e.g., design, construction, configuration management, tactical engineering, pressure system recertification, project management/planning support). The CMOE contract extension will extend the period of performance (POP) up to two (2) months (August 1, 2026 through September 30, 2026). The extension will allow for the phase-in period of CMOE II contract.

The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent to extend the CMOE contract is not a request for competitive proposals. However, interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 2:00 p.m. eastern standard time on July 1, 2026. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
