The U.S. Department of State, Bureau of Medical Services (MED), Directorate for Mental Health (FBSS), is seeking sources for comprehensive Forensic Behavioral Science Services (FBSS): - Government Buyer: - U.S. Department of State, Bureau of Medical Services (MED), Directorate for Mental Health (FBSS) - No specific OEMs or commercial vendors are named; this is a services procurement. - Requested Services: - Forensic psychological and psychiatric evaluations for security clearance adjudication and law enforcement officer (LEO) fitness for duty - Security clearance psychological evaluations (up to 12 hours per case) - LEO fitness for duty psychological evaluations (up to 15 hours per case) - Subject matter expert (SME) consultations by forensic psychologists, psychiatrists, or licensed clinical social workers - Includes briefings, expert testimony, neuropsychological and addiction assessments, crisis response, and training - LEO physical examinations and medication reviews by board-certified occupational medicine physicians - Physical exams per ACOEM standards (up to 4 hours per exam) - Specialty physical exams with additional consultations (up to 3 hours per exam) - Medication reviews (up to 3 hours per review) - Embedded doctoral-level forensic psychology support for Consular Affairs and FBSS operations - Includes forensic and operational psychological support, threat assessments, and training - Requires TS/SCI clearance eligibility - Part-time program management by a master's-level nurse - Manages workflow, case tracking, data reporting, and provides medical consultation - Requires TS clearance eligibility - Unique/Notable Requirements: - Certain positions require active TS/SCI or TS security clearances - Credential verification through MED's Quality Management Team - Strict time limits for evaluations and reports (e.g., 10-15 business days for report delivery) - Personnel must be highly qualified (doctoral-level psychologists, board-certified physicians, master's-level nurses) - Period of performance is a one-year base with four one-year option periods (up to five years total)

Description

The U.S. Department of State (DOS), Bureau of Medical Services (MED), is conducting market research and hereby issues this Request for Information (RFI) for Forensic Behavioral Science Services (FBSS). This notice is issued solely for market research and planning purposes. It does not constitute a solicitation, a Request for Proposal (RFP), or a commitment by the Government to issue a solicitation or award a contract. The Government will not pay for any information submitted in response to this RFI.

MED's Forensic Behavioral Science Service (FBSS) provides forensic psychological assessments to adjudicate security clearances, evaluate Law Enforcement Officer (LEO) fitness for duty, assess targeted violence risk, and deliver operational psychology consultation across DOS's globally distributed workforce of over 75,000 direct-hire employees and an embassy community exceeding 150,000 persons in over 220 locations worldwide.

The Government seeks capability information from qualified vendors able to provide the following categories of services on an anticipated Time-and-Materials basis:

Forensic psychological and psychiatric evaluations and consultations, including security clearance adjudication support and LEO fitness for duty psychological evaluations Subject matter expert (SME) mental health consultations by forensic psychologists, psychiatrists, or licensed clinical social workers LEO physical examinations and medication reviews conducted by board-certified occupational medicine physicians per ACOEM Law Enforcement Standards Embedded doctoral-level forensic psychology support for DOS Consular Affairs and FBSS operations, requiring TS/SCI clearance eligibility Part-time program management by a master's-level nurse, requiring TS clearance eligibility

Vendors should note that certain positions require active security clearances (TS/SCI or TS) and credential verification through MED's Quality Management Team. Responses must address all questions contained in the Vendor Inquiry Document - incomplete responses may not be considered during market research analysis. Vendors can additionally submit capablities statements with their response.
