Charter of Roll-on/Roll-off Vessels for Military Cargo Transport (MSC)

This opportunity is a spot charter procurement by the Military Sealift Command (MSC) for dry cargo transportation using Roll-on/Roll-off (Ro-Ro) vessels. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A), MSC Norfolk - Scope of Work: - Charter up to two U.S. or foreign flag, self-sustaining Ro-Ro vessels - Each vessel must carry at least 105,000 square feet of military cargo (wheeled/tracked vehicles, breakbulk, containers, hazardous cargo, explosives, ammunition) - Minimum laden speed: 15 knots - Charter period: approximately 66 days per vessel - Delivery: Charleston, South Carolina; Redelivery: Melbourne, Australia - Key Requirements: - Detailed stow plans and vessel certificates required - Minimum of two supercargo per vessel - Government inspection rights and reporting per COMSCINST 3121.9 - Fuel consumption reporting/testing - Readiness and off-hire provisions - Force protection: up to 12 armed personnel may be required; contractor security team may be called out - Reimbursable shipment coordination for DRAKE c-UAS system if requested - OEMs and Vendors: - No specific OEMs or vessel manufacturers are named; open to all responsible sources with suitable vessels - Notable Requirements: - Vessels must be self-sustaining (able to load/unload without shore-side assistance) - Compliance with all MSC and U.S. Navy operational and security standards - Option to extend services up to 6 months total - Attachments: - RFP, fuel consumption data, previous contract reference, and additional technical requirements
