The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), issues this Sources Sought Notice to identify qualified sources capable of providing a rapid response solution for riot control and civil unrest situations within the Western Hemisphere. Equipment procured under any resulting requirement would be donated to host governments under U.S. foreign assistance programs.
This notice is issued solely for market research purposes in accordance with FAR 15.201(e). It does not constitute a solicitation or commitment to award a contract.
The Government seeks information from manufacturers, suppliers, and integrators with demonstrated capabilities in the following areas:
Riot control equipment and crowd control munitions (CCM), including less-lethal and non-lethal systems Rapid deployment logistics, including the ability to deliver equipment in-country within 24–72 hours Regional expertise in the Western Hemisphere, including established in-country relationships and customs/compliance experience Export control compliance (ITAR/EAR) and Leahy Law vetting processes Innovative and emerging technologies for civil unrest response
Respondents must be registered in SAM.gov, hold a current CAGE Code and UEI Number, and not appear on the Excluded Parties List. Responses are limited to 50 pages and must address all six sections outlined in the RFI. Generic capability statements will not be considered.
