REQUEST FOR INFORMATION (RFI)
Procurement Office: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting the United States Army Arctic Regions Test Center (ARTC) at the Fort Greely, Alaska. This RFI is being issued to inquire about performing and servicing all portable fire extinguishers located at the Fort Greely, Alaska.
The service contract covers the annual inspection, maintenance, and certification of portable fire extinguishers located at Fort Greely, Alaska, for the U.S. Army Arctic Regions Test Center (ARTC). All work must be performed in accordance with the publications cited in the Performance Work Statement (PWS), including NFPA 10, Portable Fire Extinguishers, and 29 CFR 1910.157, the OSHA standard governing portable fire extinguishers.
The types of extinguishers vary by facility requirements. Most buildings and vehicles use dry chemical extinguishers (Types ABC or K), while server rooms require CO₂ extinguishers. Maintenance requirements differ by extinguisher type. All extinguishers must receive an annual visual inspection and tagging in accordance with 29 CFR 1910.157(e)(2). Additionally, based on the manufacturing date, dry chemical extinguishers require either a 6‑year recharge or a 12‑year hydrostatic test.

ARTC at Fort Greely, Alaska requires a contractor with the appropriate expertise in portable fire extinguisher maintenance, inspection, and certification. Proper performance of these services is essential to sustaining operations. Failure to maintain and service the extinguishers could disrupt mission activities, lead to facility closures, and increase the risk of property loss due to inoperable equipment and the inability to suppress a fire when needed.
THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.
The Government is interested in any input from the industry as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
INFORMATION: Proposed item to be supplied is anticipated to be classified under the following North American Industry Classification (NAICS) 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which was considered and selected as it comprises of establishments primarily engaged in providing operating staff to perform a combination of services within a client's facilities. Establishments in this industry either sharpen/install commercial and industrial machinery blades and saws or provide welding (e.g., automotive, general) repair services; or repair agricultural and other heavy and industrial machinery and equipment (e.g., forklifts and other material handling equipment, machine tools, commercial refrigeration equipment, construction equipment, and mining machinery). The associated SBA size standard for the referenced NAICS is $12.5 million dollars.
