This opportunity is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to supply dry ice to the U.S. Naval Medical Readiness and Training Command (NMRTC) Sigonella in Sicily, Italy, managed by the Defense Health Agency (DHA). - Government Buyer: - Department of Defense - Defense Health Agency (DHA) - U.S. NMRTC Sigonella - OEMs and Vendors: - No specific OEMs or vendors are named; open to all qualified dry ice manufacturers and suppliers - Products/Services Requested: - Dry ice supply and delivery services - Scheduled deliveries: within 48 hours - Emergency deliveries: within 7 hours (minimum 30 kg per emergency delivery) - Annual quantities per delivery type: 1200 kg to 4000 kg - Dry ice must be delivered in boxes no larger than 15 kg - Ability to supply crushed dry ice as requested - Contractor must have production capacity of at least 200 kg/hour and be able to supply up to 1200 kg within 8 hours for emergencies - Unique or Notable Requirements: - 24/7 delivery capability for both scheduled and unscheduled (emergency) needs - Contract period is 5 years (base year plus four option years) - Deliveries required on weekdays, weekends, and nights - NAICS code: 325120 (Industrial Gas Manufacturing); PSC: 6830 (Gases: Compressed and Liquefied)
Description
This is a Request for Information (RFI) to identify potential sources possessing the capabilities described herein and ascertain whether the required supplies are commercial in nature. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.

RFI Title: Scheduled and Non-Scheduled Dry Ice Deliveries for the Defense Health Agency (DHA) Medical Treatment Facility (MTF) in Sicily (Italy). LOCATION: U.S. NMRTC Sigonella – NAS , Strada Statale 192 KM 15, Catania-Enna, Sigonella, Sicily (Italy) BACKGROUND: The U.S. NMRTC Sigonella Laboratory Department requires an IDIQ for dry ice on scheduled and non-scheduled needs basis. Currently there is no contract in place and the Laboratory Department has been ordering with Government Purchase Card. Scheduled deliveries must be delivered within forty-eight (48) hours of the request (excluding holidays, after working hours and weekends). Non-Scheduled deliveries for emergencies need to be made within seven (7) hours of the request with a minimum of 30kgs. DESCRIPTION: NAICS 325120 - Industrial Gas Manufacturing, PSC 6830 - GASES: COMPRESSED AND LIQUEFIED. See DRAFT Statement of Work (SOW).

3. Capabilities statement SHALL address the following:
- Contractor’s clear understanding and ability to perform the scope of this requirement as detailed in the DRAFT SOW.
- Contractor’s experience performing the same or similar work as detailed in the DRAFT SOW.
- Existing contract vehicles (e.g., GSA schedule) under which the responder currently offers these services, if any.
- Whether the responder provides the required services to the general public under terms and conditions similar to those offered to the Federal Government.
