The Department of the Navy, Navy Environmental and Preventive Medicine Unit Two (NEPMU Two), Comprehensive Industrial Hygiene Laboratory (CIHL) in Norfolk is seeking a contract laboratory for industrial hygiene sample analysis services. - Government Buyer: - Department of the Navy - Navy Environmental and Preventive Medicine Unit Two (NEPMU Two) - Comprehensive Industrial Hygiene Laboratory (CIHL) Norfolk - Services Requested: - Industrial hygiene laboratory sample analysis, including air and toxicological testing of hazardous materials - Analysis covers a wide range of chemical substances (e.g., Acetic Acid, Ammonia, Bisphenol A) - Use of advanced instrumentation: Ion Chromatography, Atomic Absorption Spectrometry-Graphite Furnace, High Performance Liquid Chromatography, Gas Chromatography - Turnaround times: Routine samples within 10 business days; expedited samples within 5 business days - Contract lab may provide media and invoice for media and shipping costs - Unique/Notable Requirements: - Laboratory must be accredited by the American Industrial Hygiene Association (AIHA) and ISO/IEC 17025:2017 - Capability to analyze over 36,000 samples annually - Experience with industrial hygiene and toxicological testing - No specific OEMs or product part numbers are mentioned; focus is on accredited laboratory services

Description

This is a Request for Information (RFI) to identify potential sources possessing the capabilities described herein and ascertain whether the required services are commercial in nature. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offer will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.

RFI Title: Analytical services for the Defense Health Agency (DHA) Medical Treatment Facility (MTF). LOCATION: Navy Environmental and Preventive Medicine (NEMPU) 2 Norfolk, Comprehensive Industrial Hygiene Laboratory (CIHL), 1285 West D Bldg. U 238, Norfolk, VA 23511. BACKGROUND: The Navy Environmental and Preventive Medicine Laboratory Department has a current contract for Analytical services that is expiring on 22 September 2026 and requires a new contract. The contracted lab will cover sample analysis that is outsourced based on the low sample volume or as a backup for coverage. DESCRIPTION: NAICS 541380 Testing Laboratories and Services, PSC Q301 Medical – Reference Laboratory Testing. See DRAFT Statement of Work (SOW).

3.     Capabilities statement SHALL address the following:

                - Contractor’s clear understanding and ability to perform the scope of this requirement as detailed in the DRAFT SOW.

                - Contractor’s experience performing the same or similar work as detailed in the DRAFT SOW.

                - Provide certificates for accreditation with the American Industrial Hygiene Association and ISO/IEC 17025:2017.

                - Existing contract vehicles (e.g., GSA schedule) under which the responder currently offers these services, if any.

                - Whether the responder provides the required services to the general public under terms and conditions similar to those offered to the Federal Government.
