The Air Force Life Cycle Management Center (AFLCMC), under the Department of the Air Force, is seeking a contractor-operated software engineering team to support the Distributed Common Ground System (DCGS) Combat Coder Program. - Government Buyer: - Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), including offices at Langley AFB, Robins AFB, and the C3IA office - Scope of Work: - Contractor-operated software engineering team to deliver full software development lifecycle services for the DCGS enterprise - Agile software development and DevSecOps integration - 24/7 sustainment and incident response for secure, high-quality ISR software - Key personnel must include Lead Software Engineers, Senior Software Engineers, and Cybersecurity Engineers with relevant experience and certifications - All personnel must meet DoD 8570 IAT Level II certification and hold Top Secret/SCI clearance - Maintain 100% compliance with labor category qualifications - Deliver tested and integrated software code increments at the end of each two-week sprint, with at least 80% of committed story points completed - Ensure all code passes security scans with zero new critical or high vulnerabilities and maintain at least 80% unit test coverage for new code - Respond to critical operational bug reports within four business hours and provide mitigation plans within 24 business hours - Establish and maintain a program management office, provide status reports, risk management, and technical liaison support - Locations: - Primary work at Langley AFB (VA), McConnell AFB (MO), and Beale AFB (CA), with possible travel to other locations - Period of Performance: - 12-month base period with four 12-month option periods (up to five years total) - No specific OEMs, vendors, or product part numbers are named; the procurement is for software engineering services only - Government Furnished Equipment and classified network access will be provided
Description
This Performance Work Statement (PWS) describes the services required to provide a dedicated, contractor-operated software engineering team to design, engineer, test, integrate, deploy, and sustain software capabilities for the Distributed Common Ground System (DCGS) enterprise. The primary objective is the continuous delivery of secure, high-quality, and mission-effective software that rapidly responds to emerging DCGS enterprise intelligence, surveillance, and reconnaissance (ISR) requirements. The preponderance of work will be performed at Government facilities located primarily at Langley Air Force Base (AFB), VA; McConnell AFB, MO; and Beale AFB, CA, with potential travel to other CONUS and OCONUS locations.
