Description
The Naval Air Systems Command (NAVAIR) intends to issue a Delivery Order, using an existing Basic Ordering Agreement (BOA) #N00019-23-G-0002, to Sikorsky Aircraft Corporation, a Lockheed Martin Company, 6900 Main St. Stratford, CT 06615-9129, on an other than full and open competitive basis.
This delivery order procures engineering, logistics support, and installation services required to modify the CH-53K System Demonstration Test Article (SDTA) 2 (Bureau Number 169020) and incorporate AFC-646 on 9 applicable CH-53K aircraft as designated by TYCOM. Specific efforts include aircraft modifications, necessary non-recurring engineering, and installation support, ensuring the aircraft are configured safely for operational tasking. The estimated Period of Performance for this delivery order will be for 12 months, spanning from 01 September 2026 to 31 August 2027.
This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1, in that Sikorsky is the only responsible source and no other type of equipment will satisfy Marine Corps requirements.
Sikorsky is the designer, developer, and sole producer of the CH-53K helicopter and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
