STATEMENT OF WORK (SOW) updated 6/16/2026 1. Contract Title. Comprehensive Underground Utility Location and Mapping 2. Background. The purpose of this contract is to provide comprehensive Subsurface Utility Engineering (SUE) services in accordance with ASCE 38-22 for the identification, designation, mapping, and verification of underground utilities across the Dayton VA Medical Center property. The property includes approximately 270 acres of federal property consisting of the Dayton VA Medical Center campus, the historic Dayton National Cemetery, and the fire station on VA grounds. Portions of the infrastructure date back to 1867. Due to the age, complexity, and incomplete historical documentation of underground systems, a structured, quality-leveled SUE investigation is required to reduce construction risk, prevent utility strikes, and support long-term infrastructure planning. 3. Scope. The Contractor shall provide all labor, supervision, equipment, traffic control, restoration, and professional services necessary to identify, designate, and map underground utility systems across approximately 270 acres including the Dayton VA Medical Center campus and the Dayton National Cemetery. Utility Systems Include: Storm sewer systems Sanitary sewer systems Potable water distribution Fire protection mains Chilled water systems Steam distribution lines Condensate return lines Primary electrical distribution Secondary electrical distribution Natural gas lines Emergency power feeders Telecommunications and data systems Fiber optic infrastructure Site lighting circuits Abandoned or unknown utility lines encountered Underground Storage Tanks Fuel lines coming from above and underground fuel storage tanks Irrigation systems Utility easements Capped landfill Aqueducts Abandoned building foundations Abandoned tunnels 4. Definitions a) Quality Level D (QL-D): Collection and review of all available records including as-built drawings, historical maps, GIS data, central plant records, engineering archives, cemetery infrastructure documentation, historical utility documentation, archived campus records, and available historical site development information. b) Quality Level C (QL-C): Survey of visible surface features and correlation with existing records. c) Quality Level B (QL-B): Surface geophysical designation using electromagnetic locating, ground penetrating radar (GPR), and appropriate conductive/inductive methods. Horizontal location markings and digital capture required. d) Quality Level A (QL-A): Vacuum excavation (soft dig) test holes to confirm horizontal and vertical location, depth to top of utility, material identification, photographic documentation, and full restoration. 5. Campus Conditions. The Contractor shall account for active 24/7 hospital operations, high-voltage electrical systems, pressurized steam and condensate, fiber optic backbone systems, burial areas within cemetery grounds, and infrastructure of varying age and material. Work shall be phased to minimize operational disruption. HISTORIC AND ARCHAEOLOGICAL CONSIDERATIONS The Dayton VA Medical Center campus and Dayton National Cemetery contain infrastructure and site features dating back to the mid-to-late 1800s. Portions of the campus may contain historically significant underground infrastructure, archaeological resources, undocumented foundations, abandoned utility corridors, cultural resources, burial-related features, or other items of historical significance. The Contractor shall exercise caution during all intrusive activities including vacuum excavation, potholing, drilling, trenching, and subsurface investigation activities. If suspected archaeological materials, human remains, burial artifacts, historic structures, unknown tunnels, abandoned foundations, or culturally significant materials are encountered, the Contractor shall immediately cease work in the affected area and notify the Contracting Officer Representative (COR). Work shall not resume in the affected area until authorized by the Government. The Contractor shall coordinate all activities to avoid unnecessary disturbance to cemetery grounds, historic landscapes, monuments, memorial areas, and known or suspected cultural resource areas. The Government reserves the right to restrict excavation methods, access, or work activities within sensitive historic areas of the campus and cemetery grounds. 6. DELIVERABLES All deliverables shall comply with the VA BIM Guide Version 2.2 requirements and applicable VA National CAD Standards. The Contractor shall provide both native AutoCAD (.dwg) files and native Autodesk Revit (.rvt) models for all mapped utilities and associated infrastructure. Revit models shall include utility system attribution, elevations/depth data where applicable, and discipline-specific layering/classification consistent with VA BIM 2.2 standards. Autodesk Revit (.rvt) models shall also be provided in compliance with VA BIM Guide Version 2.2 requirements. Revit deliverables shall include utility system attribution, applicable depth/elevation data, and organization consistent with VA BIM and VA National CAD standards. Deliverables shall include native/editable AutoCAD (.dwg), Autodesk Revit (.rvt), GIS shapefiles, and PDF plan set. AutoCAD (.dwg) files shall be layered by utility type and annotated by applicable Quality Level designation in accordance with VA National CAD Standards as specified in VA Program Guide PG-18-13. Deliverables shall include both editable/native files and non-editable PDF plan sets. Depth data included for all QL-A verified utilities GIS-compatible ESRI shapefiles with metadata documenting utility type, accuracy, methodology, and Quality Level designation Consolidated property utility atlas (hard copy and PDF) Zones 1-4 shall be completed to the Quality Level A standard. Zone 5 shall be completed to the Quality Level B standard Test hole log including coordinates, depth, size, material, date, method, and photographs Deliverables shall be provided in fully editable native file formats to allow Dayton VAMC future modification, expansion, and integration into existing utility mapping and BIM systems. Coordinate system and geospatial reference data shall be consistent across all CAD, GIS, and BIM deliverables. 7. Phasing. Firm will perform in sequence subject to COR approval. See attached map. 8. Restoration. All disturbed surfaces shall be restored to original condition including asphalt, concrete, turf, landscaping, historic landscape features, and cemetery grounds with sensitivity to burial areas and potential cultural resources. 9. Safety Requirements. Contractors shall comply with VA safety standards. Lockout/Tagout coordination required where applicable. Infection Control Risk Assessment (ICRA) procedures may apply near clinical buildings. Coordination with Facility Management is required. 10. Performance Monitoring. All work will be inspected by COR 11. Security Requirements. The C&A requirements do not apply, and a Security Accreditation Package is not required. However, contractors must adhere to VA Directive 6332 Controlled Unclassified Information (CUI) 12. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). None 13. Other Pertinent Information or Special Considerations. Packaging, Packing and Shipping Instructions. All packing slips and shipping labels will include the PO#. Firm to submit deliverables following completion of each phase. 18. SELECTION CRITERIA. The government will evaluate each potential contractor under the selection criteria described below: Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; Capacity to accomplish the work in the required time; Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and The extent to which potential contractors identify and commit to the use of service-disabled veteran-owned small businesses, veteran-owned small businesses, and other types of small businesses as subcontractors. 19. SUBMITTAL INSTRUCTIONS. All interested and capable contractors must submit an electronic copy of their SF 330s, via email, by the closing time/date of this announcement. Note the following: Limit SF 330 packages to fifty (50) pages. If submission has more than fifty pages, only the first fifty pages will be evaluated. Demonstrate specialized experience by citing projects of similar size and scope completed within the past seven (7) years. No physical copies will be accepted. Submissions must be received by the Dept of Veterans Affairs network server prior to the submission deadline. The total size of the electronic submission (email and all attachments) must not exceed 20 MB; larger emails may get rejected by the network server and will be considered non-responsive.
