Description
This is a Sources Sought Notice and NOT a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified sources to perform Information Resource Center (IRC) Support Services in support of Combat Capabilities Development Command (DEVCOM) Chemical Biological Center – Rock Island (CBC-RI).
This requirement is to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform inquiry management services as defined in the attached Performance Work Statement (PWS).
The U.S. Army Contracting Command-Rock Island Arsenal (ACC-RIA) is seeking sources only. ACC-RIA intends to consider all capability statements when developing its finalized acquisition strategy and resulting solicitation(s).
Please submit all capability statements as outlined by 10:00 A.M. CDT on 30 June 2026 by email to sydney.e.johnson18.civ@army.mil and kathleen.m.ward20.civ@army.mil. This is for information only which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information requested. ACC-RI will only utilize the information you provide in developing its acquisition approach for future requirements.
Please provide a capability statement to include information about your ability to perform this requirement, making sure to address the following areas:
1. Corporate Experience (Multi-Tier Support) Briefly describe your firm's relevant past performance in operating a multi-tiered (Tier 1 and Tier 2) technical help desk or information center. Highlight experience managing strict response times and coordinating with Subject Matter Experts (SMEs) to resolve complex inquiries.
2. DoD Logistics & CBRN Domain Expertise Describe your firm’s capability to provide personnel with experience in Department of Defense (DoD) logistics systems and equipment. Specifically, indicate any relevant experience your team has utilizing systems such as WebFLIS, LOGSA, or JACKS, as well as familiarity with National Stock Numbers (NSNs), shelf-life management, and CBRN equipment.
3. Mandatory Security & Compliance Requirements Please confirm your firm’s ability to meet the following mandatory requirements:
An active SECRET Facility Clearance (FCL). The ability to provide personnel possessing active SECRET security clearances. The ability to safeguard Controlled Unclassified Information (CUI) in accordance with NIST SP 800-171.
