Description
This is a combined synopsis/solicitation for commercial services (construction) prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026. This requirement is being solicited as a Total Small Business Set Aside using FAR (RFO) Part 12 Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 36. The NAICS Code is 238990 – All Other Specialty Trade Contractors with a small business size standard of $19.0M. The solicitation number is 6923G526Q0069. **NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing. SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet. DESCRIPTION OF WORK: The Contractor shall perform pressure grouting to seal designated cracks in the selected recesses to stop current water infiltration and any infiltration in adjacent areas because of the work. All in exact accordance with this solicitation and attached Statement of Work (SOW). CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The contractor shall begin performance within 10 calendar days and complete within 90 calendar days after receiving the Notice to Proceed (NTP). PLACE OF PERFORMANCE/ACCEPTANCE: The awarded contractor will perform services at Eisenhower Lock Tunnel – Massena, NY 13662. SITE VISIT: June 23, 2026, 10:00AM EST.
