Request for Information Synopsis: Fleet Readiness Center, Aviation Support Equipment (FRCASE), Planned Maintenance Interval (PMI) Transition for Overhaul and Maintenance, Repair, and Overhaul (MRO) Support.
1.0 Introduction
The Government is seeking information from industry regarding a potential paradigm shift in the maintenance concept for FRCASE. Specifically, this RFI seeks industry feedback, insights, and best practices regarding the impacts, benefits, and challenges of transitioning from the current status quo of unscheduled/condition-based induction of ASE for overhaul to a PMI model. This RFI specifically seeks industry’s perspective on how this transition would affect program cost, turnaround schedule, and equipment performance.
This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote or an indication that the Government will contract for the items provided by responder. The Government will not reimburse responders for any costs associated with the preparation or submission of the information requested. Response to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. The Government will disregard any requests for a solicitation package.
The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information requested. The Government will not return submittals to the responders. The Government may request that responders provide additional information/details based on their initial submittals.
2.0 Objective
The FRCASE is a critical program focused on modernization, conversion, in-service repair, disassembly, and all other categories of MRO for aviation support equipment. Currently, FRCASE operates under an unscheduled, condition-based induction model, where support equipment is sent for overhaul based on component failure or degraded physical/operational condition.
The Government is exploring a strategic transition to a scheduled PMI model. Under a PMI concept, Support Equipment would be inducted for depot-level or intermediate-level overhaul at regular, planned calendar or operating-hour intervals, regardless of its immediate failure status. The objective of this RFI is to gather comprehensive industry feedback on the cost, schedule, and performance implications of this potential shift, and to gather recommendations on how to structure a future contract to optimize this transition.
3.0 Request for Information
The Government requests industry feedback on the following:
Cost Impacts and Predictability: What are the projected impacts of transitioning from unscheduled/condition-based inductions to scheduled PMIs on total lifecycle support costs and ownership costs of Aviation Support Equipment? How does a scheduled PMI model affect spare parts inventory management, forecasting, and holding costs? (e.g., does it enable better supply chain planning, or does it risk premature replacement of parts?) How would a scheduled PMI model affect labor resource planning, facility capacity utilization, and workflow efficiency? Would it reduce labor cost volatility compared to the status quo? What contract pricing types (e.g., Firm-Fixed-Price per PMI, Cost-Plus, or Performance-Based contracting models) are best suited to align incentives and manage financial risks under a PMI program? Schedule, Capacity, and Turnaround Time: How would transitioning to a scheduled PMI model impact Depot-level and Intermediate-level maintenance Turnaround Times (TAT) and overall overhaul cycle times? Can industry provide more predictable schedule commitments and firmer delivery timelines under a scheduled PMI than under the current unscheduled/condition-based induction process? Why or why not? What scheduling strategies or induction models (e.g., block scheduling, staggered inductions, or phased maintenance) does industry recommend to minimize downtime and avoid bottlenecks at the maintenance facility? How should scheduled inductions be integrated with operational fleet deployment schedules to ensure no negative impact on fleet readiness? Performance, Reliability, and Readiness: What is the anticipated impact of a scheduled PMI model on the reliability, Mean Time Between Failures (MTBF), and Operational Availability (Ao) of Aviation Support Equipment? Does a scheduled PMI model extend the total useful service life of ASE compared to the current condition-based overhaul model? If so, by what approximate margin or percentage? How does a scheduled maintenance concept impact overhaul quality, technical data accuracy, and the systematic incorporation of engineering change proposals (ECPs) or technical directives? What metrics or Key Performance Indicators (KPIs) should the Government use to monitor and measure the success of a scheduled PMI program? Transition and Implementation Challenges What are the primary barriers, risks, or challenges (e.g., tooling, training, technical data package maturity, transport, facility constraints) that industry foresees in transitioning from the current unscheduled model to a scheduled PMI model? What phase-in or transition strategies would industry recommend to migrate existing unscheduled inventory into a scheduled PMI cycle without disrupting ongoing operational support? What types of engineering, maintenance, or tracking data would the Government need to provide to enable industry to execute a scheduled PMI model successfully? Specific Technical Questions Question 1 - Technical/Equipment Specific: What interval would be recommended to perform cyclic repair on the A/S32A-45 Mid Range Tow Tractor NIIN 01-502-4630 and return the equipment to fully function and corrosion free status? Would OEM parts be utilized or would suitable substitutes be considered? Question 2 - Facility/Site Specific: Would the work be performed on site where the equipment is allocated, or would shipment to a central repair facility/facilities be necessary? Question 3 - Logistics/Warranty: Who is responsible for establishing a shipping schedule if transportation to a facility is required. Is a warranty for power train components included and for how long? Question 4 - Industry Standards: Does your organization meet ISO or any other industry standard quality control program?
