The City of El Monte's Community & Economic Development Department is seeking qualified law firms to provide Code Enforcement Counsel and Community Prosecutor Services. - Government Buyer: - City of El Monte, Community & Economic Development Department, Neighborhood Services Division - Services Requested: - Comprehensive legal support for municipal code enforcement - Nuisance abatement and neighborhood stabilization - Receivership actions and dangerous building enforcement - Illegal cannabis enforcement and prosecution - Civil litigation related to public nuisance, illegal businesses, and enforcement matters - Administrative hearings and appeals - Ordinance development and legal training for city staff - Cost recovery, lien enforcement, and pursuit of enforcement revenue - Notable Requirements: - Firms must have demonstrated experience representing California public agencies in municipal enforcement matters - Active membership in the State Bar of California required - Experience with cannabis regulations and coordination with law enforcement - Ability to develop proactive enforcement strategies and participate in field inspections or City Council meetings as needed - No OEMs or product vendors are named, as this is a professional legal services solicitation - Initial contract term is three years, with up to two one-year extensions possible

The City of El Monte, on behalf of the Community & Economic Development Department, is seeking proposals from qualified law firms or attorneys to provide Code Enforcement Counsel and Community Prosecutor Services. The selected firm will provide comprehensive legal services related to municipal code enforcement, nuisance abatement, receivership actions, administrative enforcement proceedings, illegal business enforcement, dangerous building enforcement, and related civil litigation matters. The City prefers firms with experience representing California public agencies in municipal enforcement and proactive enforcement strategies to protect public health, safety, and welfare. The engagement is anticipated to be a three-year term with possible extensions.
