Sources Sought - Market Research
This is a Sources Sought Notice Only. This Sources Sought Notice is issued for information and planning purposes only as part of U.S. Department of State market research and does not constitute an RFP. The purpose of this notice is to obtain information regarding the availability and capability of qualified businesses, with a special interest in Small Business (SB), Women Owned Small Business (WOSB), HubZone (HUBZ), 8(a), and Service Disabled, Veteran Owned Businesses under NAICS code 236220. Be advised that acquisition strategy and set-aside decisions may be made based on the information provided in response to this Sources Sought notice. The government is requesting information regarding the availability of capable firms to support the requirements of THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) for the design and construction for utility optimization and façade repair at U.S. Embassy Ljubljana, Slovenia.
Responders are advised that the government will not pay for information submitted in response to this sources sought notice, nor will it compensate responders for any costs incurred in the development/furnishing of a response.
Please note that a decision not to submit a response to this sources sought notice will not preclude a vendor from participating in any future solicitation.
1. Project Description – Utility Optimization and Facade Repair
SECRET FACILITY AND PERSONNEL SECURITY CLEARANCES ARE REQUIRED
Property Description: The work will be performed on an operational Embassy compound. The Embassy is located in a UNESCO World Heritage zone, and the Embassy building is both locally designated and on the Secretary’s List of Culturally Significant Properties.
Project Scope: The project includes the design and construction of covered parking solar carports incorporating a photovoltaic system to optimize utility performance as well as interior systems improvements to optimize building performance. Deterioration due to deferred maintenance also requires repair and restoration of the building’s historic façade, including wood elements, stucco, paint finishes, and decorative sgraffito. The main electrical transformer of the building requires replacement and relocation with proposed location to be confirmed by survey and coordination with the local electric utility. All work shall be phased and coordinated to minimize operational disruption and must be performed in accordance with applicable international professional standards for quality, safety, and diligence.
This is a Design-Build contract. The awarded contractor shall be provided with criteria documents that the contractor shall develop to 100% final design.
Approximate construction cost: $11 million – $18 million
2. Capability Statement Requirements
Responses must be limited to ten (10) 8.5 x 11 inch pages with a minimum font size of point 10.
Please provide the following information:
a) Company name, System for Award Management Unique Entity Identification number (SAM UEI), address, point of contact, phone number, and e-mail address.
b) Business size and socioeconomic type for the applicable NAICS code: 236220 (ex: certified HUBZone, Woman-Owned Small Business, Serviced-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), 8(a) Participant, small business, or other than small business (large business)).
c) Experience and capability to complete contracts of similar magnitude and complexity to the potential requirement, including at least three (3) examples of comparable work performed within the past eight (8) years.
Each example should include the following: i. A brief description of the project, ii. Description of the work performed (identification of self-performance and/or Subcontractor management), iii. Customer name, iv. Timeliness of performance, v. Dollar value of the project, vi. Whether there were any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management/organizational issues, etc.).
d) Bonding capability (in the form of a Surety letter).
Please submit all capabilities statements, information, brochures, and/or marketing material as one (1) document, limited to the page maximum above.
Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Moreover, responses will not restrict the Government to an acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any review conducted or the capability statements received.
