Comprehensive Base Life Support Services for U.S. Army Exercise in Malaysia

This opportunity is for comprehensive Base Life Support (BLS) services to support the U.S. Army's Keris Strike 2026 exercise in Sabah, Malaysia. - Government Buyer: - U.S. Army, 413th Contracting Support Brigade (CSB), with involvement from GUARNG, 2 CAB/ADF, USARPAC Safety, 709th MCAS, 17 ESC QASAS, 921st CBn, OKARNG, JPMRC-LTP, JPMRC, and 74TH OD CO (EOD) - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments. - Products and Services Requested: - Base Life Support services, including: - Portable latrines (over 70 units), hand washing stations (over 40 units), and showers with hot water (32 units) - Power generation (multiple generator sets), lighting (14 outdoor light sets, indoor lighting), and air conditioning - Refrigeration (reefers), ice delivery (500 bags), coolers (20 units) - Furniture (450 chairs, 87 tables, 87 heavy duty tables), sleeping cots (800 units) - Tents for various purposes (admin, sleeping, multipurpose, feeding, hospital, CP, TOC) with power, A/C, and safety features - Dumpsters, trash removal, HAZMAT disposal, gray water removal, sandbags (1,000 units) - Laundry services, interpreter/translator services (Malay/English, including military and VIP support) - Transportation: Leased 12-passenger vans (20+ units) and 4x4 SUVs (20+ units) with drivers for daily and specialized movement - Defense Base Act Insurance (cost estimate) - Unique or Notable Requirements: - All services must comply with U.S. and Malaysian laws, and meet quality and safety standards - Tents and facilities require power generation, air conditioning, fire extinguishers, smoke detectors, and walkways/platforms for inclement weather - Laundry turnaround within 48 hours; daily cleaning and resupply for hygiene facilities - Interpreter services must cover both basic and specialized needs, including military and VIP interactions - Transportation vehicles must be climate controlled and include CASEVAC capability - All equipment and services must support up to 800 personnel simultaneously - Offerors must provide a technical approach, itemized tent lists (Berry Amendment compliant), and demonstrate relevant past experience

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W91QVP-26-Q-0301 is issued as a Request for Quotation (RFQ) for Base Life Support Services in support of Keris Strike 2026 in Malaysia.This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

This solicitation will close at 1300 (HST) on 24 JUNE 2026 any quotes submitted after this date will not be considered by the Contracting Office.

Once questions are received, we will provide answers in this solicitation for all interested parties.

This is only an RFQ. The government may cancel this solicitation at any time at no cost to the government.
