The USDA Agricultural Research Service (ARS) is seeking a contractor to update the Arc Flash Hazard Assessment for its National Centers for Animal Health campus in Ames, Iowa. - Government Buyer: - USDA Agricultural Research Service (ARS), National Animal Disease Center, Acquisition and Property Division - Scope of Work: - Update the 2022 arc flash study for the electrical distribution system across 91 buildings, covering 663 electrical panels - Incorporate current data, confirm protective device settings, and recalculate incident energy values per latest NFPA 70E and IEEE 1584 standards - Limited field spot verification for 15-20 new or modified panels - Update SKM PowerTools models and one-line diagrams; obtain updated utility short-circuit data - Provide updated arc flash labels for all assessed equipment, with outdoor-rated adhesive and color formatting - Deliverables include updated one-line diagrams, arc flash calculation files, labels, and a final report - Requirements: - Contractor must provide qualified personnel, safety plans, and comply with site security and regulatory requirements - Performance monitored via a Quality Assurance Surveillance Plan (QASP) with defined standards and deliverables - No construction or physical mitigation work is included—assessment and recommendations only - OEMs and Vendors: - No specific OEMs or product manufacturers are named; SKM PowerTools is referenced as the modeling software - Set-Aside and NAICS: - Small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) - Period of Performance: - 180 days from contract award to completion

Due date and time are extended.  No substantive changes were made as part of this date and time extension and no Amendment accompanies this 06/17/26 update.

Amendment 1 was posted 6/15/26 and must be acknowledged at time of quote.  Addiional attachments will be incorporated into the award.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0763 is issued as a Request for Quotation (RFQ) to perform an Arc Flash Hazard Assessment Update for the electrical distribution system across 91 buildings (total 663 electrical panels) at the Government site. This work updates the 2022 arc flash study by incorporating current data, confirming protective device settings, and recalculating incident energy values using the latest applicable standards.  

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238210  The small business size standard is $19.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
