Description

This solicitation is not ready to be issued as of this date. The Embassy of the United States in Koror, Palau, will release a solicitation for the KOROR GSM/DATA SERVICES.

The Government plans to issue solicitation on or about the first week of July 2026. The quotation due date will be set forth in the solicitation.

The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department

Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so

For all awards with total amount of $30K and above, all contractors must be registered in the SAM (System for Award Management) Database -  https://www.sam.gov  prior to contract award pursuant to FAR provision 52.204-7.  Therefore, prospective offerors are required to register prior to the submittal of offers.   If you are not yet registered, please start the registration process as soon as you see this notice.

This opportunity allows for electronic responses.  Please submit your offer via email to TeriongKL@state.gov prior to the response date and time.  It is important to make sure the submission is made in specific size and format; in the latest MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format.  The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
