1. Purpose of this Notice:
This is a Special Notice to advise industry that the Government intends to release an accelerated Request for Quotation (RFQ) on or about June 18, 2026, for Scientific and Technical Review Services in support of Chemical, Biological, Radiological, and Nuclear Defense (CBRND) and Medical Countermeasure (MCM) Modernization.
This is NOT a formal solicitation or a request for quotes at this time. This notice is provided for acquisition planning and situational awareness purposes to allow eligible small businesses time to prepare for a highly expedited solicitation cycle.
2. Requirement Overview:
The Government requires mission-critical scientific, technical, and portfolio analysis services to support the Chemical, Biological, Radiological, and Nuclear Defense (CBRND) and Medical Countermeasure (MCM) Modernization mission. Deliverables will include tangible analysis, technical reviews, and data integration and aggregation services to support the CBRND Common Operating Picture (COP) Dashboard.
Specific key deliverables under this requirement will include, but are not limited to:
A Monthly CBRND Threat & Portfolio Analysis Report; An annual AI/ML Integration & Modernization Plan; Data integration and aggregation services to support the CBRND Common Operating Picture (COP) Dashboard; Quarterly Partnership Improvement Mechanism Reports; and A comprehensive Knowledge Transfer & Transition Plan delivered 30, 60, or 90 days prior to contract expiration.
Contract Vehicle: GSA Multiple Award Schedule (MAS)
Solicitation Method: Exclusively via GSA eBuy
Contract Type: Firm-Fixed-Price (FFP) Task Order
Anticipated Period of Performance: One (1) Six-Month Base Period and two (2) One-Year Option Periods.
3. Anticipated Timeline & Aggressive Turnaround:
To meet ongoing mission objectives, the Government will be utilizing an accelerated acquisition schedule.
Target RFQ Release Date: On or about June 18, 2026.
Quote Response Time: 14 Calendar Days. Quotes are anticipated to be due on or about July 2, 2026 pending the release of the RFQ.
Interested GSA MAS schedule holders under NAICS 541715 are strongly encouraged to alert their proposal teams and technical subject matter experts immediately to ensure readiness for this rapid turnaround.
4. Evaluation Methodology (Advance Notice):
To streamline the evaluation process and reduce the proposal preparation burden on industry, the Government intends to utilize a Highest Technically Rated with a Fair and Reasonable Price (HTR-FRP) evaluation framework.
Quotes will be ranked strictly on technical merit. The Government will evaluate the pricing of the highest technically rated quote only. If the price is determined fair and reasonable, award will be made without further consideration of lower-ranked quotes.
Strict page limitations will be enforced on the technical volume.
5. Submission Instructions:
Do NOT submit quotes, capability statements, or questions in response to this SAM.gov notice. The official RFQ, including the Performance Work Statement (PWS) and detailed Instructions to Offerors, will be posted exclusively to GSA eBuy. Only eligible GSA MAS small business schedule holders will be able to view the full RFQ and submit quotes.
